This collection of research papers explores the impact of the Arab uprisings on the politics and political economy of foreign aid provision in the MENA region. Contributions focus on the foreign assistance policies and strategies of key donors (United States, Europe, Gulf countries and Turkey), and on the relationship between donors and recipients of foreign aid in a select set of MENA cases (Tunisia, Egypt, Palestine and to a lesser extent Morocco). Despite widespread rhetoric among lead donors pledging to support the transformational potential of the Arab uprisings, the contributions find a more complex pattern in foreign aid provision since 2011. Among Arab donors, who have played a significant role as providers of aid to states most affected by mass protests, trends in foreign assistance reflect the competing priorities of donors, and their willingness to politicize aid provision in pursuit of their strategic interests. Among Western donors, authors find a high degree of continuity. Chapters that focus on Western donors seek to account for continuity on the part of Western governments and the EU at a moment of profound transformational potential. Two factors, bureaucratization and securitization, capture most of the explanations provided, which take into account a variety of local dimensions as well. Contributions also discuss the changing assistance environment, namely the globalization of foreign assistance, the complex bureaucratic arrangements presiding over the delivery of European and US aid, and the role of regional and international non-democracies in the provision of foreign assistance. This book was published as a special issue of Mediterranean Politics.

Between June 1967 and the end of 1973, most independent Black African states abandoned their neutral position in the Middle East conflict, cut their ties with Israel, and gave full support to the political aims of the Arab states. Since the beginning of 1974, however, and despite attempts by the Arabs to shield their new allies from the adverse effects of the 1973-74 world oil and economic crises, the alliance has begun to fragment as the African states become transformed from partners to clients and dependents of the Arabs. This study examines the roots of the African conversion, the nature of the evolving relationship between the African and Arab states, and the reasons—economic and political—for the transformation of the alliance. Basic to that transformation, the authors argue, is a fundamental change in the international status and power of the Arab states, a change that has led them to cast their lot with the industrialized "First World" rather than with the poorer, less developed countries.

Islamic Political Movements and Power in the Arab World: The Rise and Fall represents a comprehensive study of contemporary Islamic political movements and their prospects. "In few of its postwar policies has the United States been more ill at ease than in dealing with the Arab world...For two decades it has felt its way through the recurrent crises of the area, seldom entirely failing in its objectives, yet equally seldom quite reaching them. Bold initiative and sustained consistency have not been the hallmark of its approach." With these words John S. Badeau , who served as United States Ambassador to Egypt from 1961 to 1964, begins his reassessment of American policies in the Middle East. In setting forth the American approach to the area, Mr. Badeau carefully defines United States interests, primary and subsidiary. He evaluates the new forces of nationalism, non-alignment, and modernization in the Arab world, as well as national and personal rivalries, the tensions between the radical and conservative states, the residual onus of European colonialism, and the Soviet presence. In evaluating the instrumentalities and guidelines for the exercise of American foreign policy in the Middle East, Mr. Badeau also spells out the inevitable dilemmas that the United States must face. A case study of American diplomacy in Yemen illustrates both the opportunities for and the constraints on policy. He concludes that a reappraisal of United States policy in the area is in order, urging that our approach take into consideration not only our true interests and capabilities in the Middle East, but also the changing political realities of the Arab world.
