Annotation The World Bank and international donor agencies invest substantial resources and effort in development. A continuing challenge is to ensure that assistance is provided and used as effectively as possible. This book surveys recent findings on the effectiveness of aid and the steps the Bank and other development institutions are taking to assess and improve their operations. It examines specific methods for achieving better coordination within programs and among donors and brings together recommendations on how countries and agencies can improve the administration of aid. The study concludes that five conditions are essential for aid to be effective: - Ownership by the government and participation by the affected people - Strong administrative and institutional capacity - Sound policies and good public sector management - Close coordination by donors - Improvements in aid agencies' own business practices.

The debate on aid effectiveness has evolved into the core of multilateral and bilateral assistance. Proliferations of donors and aid fragmentation have caused tangible difficulties on achieving aid effectiveness. Though ample of global and country level aid coordination initiatives targeting aid effectiveness are getting momentum, aid operators seem to be not scientifically convinced to commit to the aid harmonization and alignment. This research sought to study the effectiveness of aid coordination on effective and efficient implementation aid programmes by the aid operators. Twenty one randomly selected organizations were studied and it has been found that an aid operating organization will achieve higher degree of aid effectiveness if it implements the aid with higher degree of harmonization and alignment.

There is a growing interest in the debate on aid effectiveness to assess the impact of aid not only on economic growth and poverty reduction, but also on intermediate outcomes such as health and education. This paper reviews evidence from recent in-depth country work on the impact of government policies and service provision in health and basic education in Zambia, and examines to what extent new aid approaches have contributed to the observed outcomes. It finds that lack of coordination and non-adherence to good aid principles undermine the effectiveness of these approaches. The discussion of the findings sheds light on the underlying political economy and incentive structures on both sides of the aid relation that lead to lax adherence to the principles for more effective aid in these new aid approaches. It argues that most of the observed coordination failures can be explained by collective action problems on the part of both donors and recipients. If the international aid effectiveness agenda is to move forward, it will have to devise adequate mechanisms to address these coordination disincentives.
