The formation of a Regional Technical Group (RTG) on Aid for Trade for Asia and the Pacific was a key recommendation to emerge from the Aid for Trade Regional Review Meeting at the Asian Development Bank (ADB) headquarters in Manila in 2007 and the Global Aid for Trade Review Meetings at the World Trade Organization in Geneva in 2007 and 2009. Reflecting the principles of country ownership of Aid for Trade, the RTG operates under the stewardship of RTG co-chairs, representatives of Cambodia and Japan. The RTG comprises members from recipient and donor countries involved in formulating and implementing Aid for Trade policies and development agencies in the region. ADB is a member and serves as the Secretariat to the RTG. The RTG started as a pilot project to provide an informal regional forum for discussing Aid for Trade issues and proposals, sharing good practices, taking stock of available analytical work on Aid for Trade in the region, and building partnerships among actors and stakeholders. It seeks to formulate an integrated approach to operationalize Aid for Trade in the medium term.

Aid for Trade came to prominence just over a decade ago at the launch of the World Trade Organization's Doha Round. With its focus on helping least developed countries and economies escape the poverty trap, it aims to strengthen their capabilities to meet market demand and to reduce supply-side constraints such as a lack of trade infrastructure. In accordance with that objective, this report lays out an applied framework for prioritizing potential trade-related interventions and investments according to the expected strength of their combined economic impacts. Along the way, and for the first time, the economic geography of northeastern South Asia has been comprehensively mapped. Computer-driven modeling provides a dynamic portrayal of the economic geography that is a resource for decision makers (and investors). By bringing to light new avenues yielding very high economic benefits for investment and reforms, the framework can give guidance for undertaking trade improvements under Aid for Trade on pilot projects within a national setting, between neighbors or spread to partners further afield. In all cases, the endeavor is the same: expressed in the metaphor of hard investment, it is to build bridges to export markets so that people in the economic periphery have a better opportunity to take poverty off their own maps.

Aid for Trade (AfT) has become a major item on the international trade and development discourse. This book features the results of the 2015 UNRC Joint Survey on Trade Facilitation and Paperless Trade Implementation for the Asia-Pacific Region and incorporates them into an econometric analysis estimating the impact of trade facilitation on trade costs. It shows that there is a strong, negative relationship between Asia-Pacific countries’ international trade costs and their level of trade facilitation implementation. Reducing trade costs is essential for developing economies to participate in international production networks and effectively use trade as an engine of growth and sustainable development. One effective way to reduce trade costs is to tackle non-tariff barriers and address regulatory procedures and documentation requirements. Trade facilitation, including paperless trade, has taken increasing importance as evidenced by the WTO Trade Facilitation Agreement reached in December 2013, as well as the growing number of regional and subregional initiatives aimed at facilitating the electronic exchange of trade related information and documents along international supply chains.
