In 1975, U.S. Army Center of Military History commissioned a report on the History of Strategic Air and Ballistic Missile Defense, Volume I (1945-1955) and Volume II (1956-1972), which was part of a larger study of the strategic arms competition that developed between the United States and the Soviet Union after World War II. The report addresses each country's approach to civil defense against the threat from the air and each country's emphasis on specific elements of air defense strategy at various periods between 1945 and 1972. Two central questions concerned the U.S. and Soviet defense planners: "How might we be attacked?" and "How shall we defend our country?" Overall, technological changes were the predominant factor affecting air and missile defense strategy during the period primarily as they related to the developing offensive threat. The scope and pace of technological innovations introduced a measure of uncertainty, placed considerable strain on the stability of the U.S.-Soviet relationship, and raised fundamental challenges to previous concepts of how best to defend the United States. U.S. strategy was built on the variety of new weapon system developments; while Soviet defense trends demonstrated Soviet awareness and responded to developments in U.S. strategic offensive forces. The basic patterns of action were set by initial, and early, strategic choices. Thereafter, the strategic problem centered on technological development. Threat perceptions increasingly involved possible application of new technologies by the Soviets in order to define or delimit future threats. Perceptions of future threats were influenced by the view of available technologies, whether or not the Soviets had demonstrated the capacity to apply them. Available or known technologies were extrapolated to assess future threats. However, a direct action-reaction cycle was not seen as a factor in the development of U.S. and Soviet strategic air and missile defense systems.

Although corruption is something of a sine qua non in the region, it is particularly crucial to recognize its debilitating effect on efforts to reform the armed forces. This will persist as an obstacle to achieving progress in successfully implementing military reform for the foreseeable future.Also, despite Kazakhstan's closer relations with Western militaries, it has in real terms deepened and strengthened its ties with Russia.

The Army must take steps today if it is to provide effective air and missile defenses against the threats that will emerge 20 years hence. Most analysts predict that the globalization of the economy means that existing and new technologies will become increasingly available worldwide and that many sophisticated weapons will be easier and cheaper to produce or acquire. But trends in the international political sphere are harder to identify. The international arena has seen such flux in the past two decades that it is difficult to predict what changes will occur in the next 20 to 25 years, but they could be substantial. RAND examined how a wide range of possible trends might shape the future world situation. Doing so, we believe, provides insight into how these trends and accompanying technological changes might influence the Army's plans to develop its air and missile defenses (AMD). We drew on previous RAND work that characterized six possible futures for 2025 to establish a context for Army AMD in the period. Representative scenarios for each of these futures provided a means for illustrating how differing geopolitical or strategic situations might influence air and missile defense requirements for the future. We used the six scenarios to identify potential AMD shortfalls or redundancies in various settings and, consequently, those areas where the Army might best focus its research and development (R & D) efforts.

This book contains the proceedings of an interna tional symposium devoted to Modeling and Analysis of Defense Processes in the context of land/air warfare. It was sponsored by Panel VII (on Defense Applications of Operational Research) of NATO's Defense Research Group (DRG) and took place 27-29 July 1982 at NATO headquarters in Brussels. Except perhaps for the Theater-Level Gaming and Analysis Workshop, sponsored by the Office of united 1 states Naval Research in 1977 , this symposium was the first international scientific meeting on Operations Research/Systems Analysis in the area of land/air war fare since the conference on Modeling Land Battle Systems 2 for Military Planning sponsored by NATO's Special Pro gramme Panel on Systems Science in 1974. That conference dealt primarily with modeling small unit (company, bat talion) engagements and, to a lesser extent, large unit (corps, theater) campaigns with principal emphasis on attrition processes and movement in combat. It was considered as rather successful in that it revealed the state-of-the art around 1972 and identified problem areas and promising approaches for future developments. lWith regard to foreign attendance, this wo- shop was largely limited to participants from the United Kingdom and the Federal Republic of Germany (see L.J. Low: Theater-Level Gaming and Analysis Workshop for Force Planning, Vol II-Summary, Discus sion of Issues and Requirements for Research, SRI Report, May, 1981).
