This study concludes airpower will play an increasingly dominant role in future US contingency responses. Power projection is defined as the finite application of military power by national command authority to achieve discrete political ends outside the borders of the United States, its territories, and possessions. Power projection contingencies are characterized as wars and operations short of war, but not conflicts that are global or total in nature. Future contingencies that demand a US response may occur without warning, be time sensitive, and require short duration deployments. US forces may not have immediate access to or a previously established presence in potential theaters of operation. Due to the changing nature of the international environment and domestic priorities, the President defined a new National Secunty Strategy that emphasizes projecting military forces in response to regional conflicts. The military services are currently modifying their doctrine and force structures to reflect the shift towards power projection. The services agree power projection forces must be lethal, flexible, deployable, mobile, and capable of surviving an increasingly hostile threat environment. Comparing force characteristics reveals airpower has greater flexibility, deployability, mobility, and is better able to survive future threat environments than surface forces. New domestic imperatives have also forced the services to engage in a healthy competition to preserve their share of a shrinking defense budget. In terms of efficiency, apportioning resources according to an arcane formula that does not reflect force capabilities or the future utility of primary service functions is illogical. Building a strong power projection capability requires a thorough evaluation of the relative efficacy of air, land, and sea power to perform the power projection mission.

At the Dawn of Airpower: The U.S. Army, Navy, and Marine Corps’ Approach to the Airplane, 1907–1917 examines the development of aviation in the U.S. Army, Navy, and Marine Corps from their first official steps into aviation up to the United States’ declaration of war against Germany in April, 1917. Burke explains why each of the services wanted airplanes and show how they developed their respective air arms and the doctrine that guided them. His narrative follows aviation developments closely, delving deep into the official and personal papers of those involved and teasing out the ideas and intents of the early pioneers who drove military aviation Burke also closely examines the consequences of both accidental and conscious decisions on the development of the nascent aviation arms. Certainly, the slow advancement of the technology of the airplane itself in the United States (compared to Europe) in this period affected the creation of doctrine in this period. Likewise, notions that the war that broke out in 1914 was strictly a European concern, reinforced by President Woodrow Wilson’s intentions to keep the United States out of that war, meant that the U.S. military had no incentive to “keep up” with European military aviation. Ultimately, however, he concludes that it was the respective services’ inability to create a strong, durable network connecting those flying the airplanes regularly (technology advocates) with the senior officers exercising control over their budget and organization (technology patrons) that hindered military aviation during this period.

The book reviews the actual effectiveness of military air power in accomplishing desired military and political goals in a number of conflicts following WWII. During the Korean War and the Vietnam War, U.S. air power attempted a re-run of WWII aerial activities. However, in both conflicts, political constraints prevented the United States from achieving its desired political results, although the 1972 B-52 strategic bombing campaign against Hanoi worked to bring the North Vietnamese back to the negotiating table. The Falklands/Malvinas War pitted the UK against Argentina in a remote corner of the South Atlantic. Air power allowed a U.K victory, barely. The USSR held air supremacy over Afghanistan but was unable to subdue tough Afghan guerrillas, and was finally forced to withdraw after Stinger missiles were introduced. The Gulf War demonstrated the increasing effectiveness of precision aerial weaponry. The conflict in Kosovo finally produced a result long sought by air power enthusiasts-an end to fighting brought about by air attack alone.

This report examines the achievement of the principle of unity of effort from a narrow focus on the command and control of U.S. joint tactical air operations in four campaigns (Midway, the Solomons, Korea, and Vietnam) from 1942 to 1968 and extracts some lessons for future joint air operations. The authors distinguish between unity of effort and unity of command, a distinction that manifests itself in individual service doctrines, in joint operations, and, ultimately, in each of the Services' views of war. While unity of command is one of several steps necessary to achieve unity of effort, the authors recommend that debate should be centered around the accomplishment of unity of effort. The research was completed before the onset of combat operations in Kuwait and Iraq in early 1991. The authors hope to extend the analysis to cover that campaign in a subsequent publication.
