Since World War II, the U, S has been involved in several limited conflicts, against smaller, far less militarily capable opponents. Unlimited war with the Soviet Union, for which the USAF prepared over 40 years, never materialized. Instead, U.S. airpower has generally been directed against underdeveloped, authoritarian states, Such regimes tend to rely upon their armies as their primary source of power. Yet the USAF, born out of the aerial combat experience of World War II, has firmly held to airpower as the means of bypassing military forces and striking directly at the vital center of the enemy. Thus, American airmen are predisposed to discounting the effectiveness of air attack against fielded forces. The realities of modern conflict, however, have dictated the need for direct attack on armies. Tactics have been improvised by airmen with little previous training or doctrine in order to use the equipment at hand to get the job done. This study examines two such groups of airmen the Misty FACs of Vietnam from 1967-70 and the A-10 FACs over Kosovo in 1999.

Lt Col Haun examines two groups of airmen--the Misty forward air controllers (FAC) of Vietnam from 1967 to 1970 and the A-10 FACs over Kosovo in 1999. He compares the tactics used in these two cases in 'which US airpower was required to attack enemy forces independent of friendly ground troops. In the Vietnam War, Air Force O-1 and O-2 FAC began flying visual reconnaissance missions over the southern area of North Vietnam. A comparison of the Misty and A-10 FAC missions clearly demonstrates a failure of the USAF to develop a full range of suitable tactics for the direct attack of enemy fielded forces. Drawing from the lessons of the Misty and A-10 FACs, Colonel Haun's recommendations focus on equipment, tactics and training, and doctrine. Haun warns that airmen should understand there is no silver bullet for the challenge of target identification. No single piece of equipment or advance in technology will solve the problem. Airmen must first develop the proper doctrine and tactics, then take their equipment and trains as realistically as possible. Only then can USAF reach its potential for defeating an enemy army in the field.

Like many other new technologies, the use of airpower in war has gone through many changes as military leaders struggle to maximize its potential. Airpower assets have the unique capability to operate in all parts of an area of operations (AO) unrestricted by terrain and enemy fielded forces. This capability allows the military great flexibility in prosecuting targets to successfully achieve campaign objectives. However, airpower assets are a finite resource and great care must be taken to avoid minimizing the effects they can deliver. Much has been written about effects-based operations (EBO) throughout history, and the concept seems fairly simple on the surface. The leadership sets the objectives, and the military applies force in such a manner as to achieve effects that will allow attainment of those objectives. Joint Vision 2020 recognized the importance of EBO by stating, The concept of precision engagement extends beyond precisely striking a target with explosive ordnance. Information superiority will enhance the capability of the joint force commander to understand the situation, determine the effects desired, select a course of action and the forces to execute it, accurately assess the effects of that action, and reengage as necessary while minimizing collateral damage. During conflict, the commander will use precision engagement to obtain lethal and nonlethal effects in support of the objectives of the campaign. For nearly two decades the United States Air Force (USAF) oriented the bulk of its thinking, acquisition, planning, and training on the threat of a Soviet blitzkrieg across the inter German border. The Air Force fielded a powerful conventional arm well rehearsed in the tactics required to operate over a central European battlefield. Then, in a matter of days, the 1990 invasion of Kuwait altered key assumptions that had been developed over the previous decade and a half. The USAF faced a different foe employing a different military doctrine in an unexpected environment. Instead of disrupting a fast paced land offensive, the combat wings of the United States Central Command Air Forces (CENTAF) were ordered to attack a large, well fortified, and dispersed Iraqi ground force. The heart of that ground force was the Republican Guard Forces Command (RGFC). CENTAF's mission dictated the need to develop an unfamiliar repertoire of tactics and procedures to meet theater objectives. How effectively did CENTAF adjust air operations against the Republican Guard to the changing realities of combat? Answering that question is central to this study, and the answer resides in evaluation of the innovations developed by CENTAF to improve its operational and tactical performance against the Republican Guard. Effectiveness and timeliness are the primary criteria used for evaluating innovations.

This interesting study by Lt. Col. Edward J. Felker, US Air Force, describes a methodology to exploit airpower's capacities at the operational and strategic levels of war. It focuses on the third ring (infrastructure) of John A. Warden II"s theory of five strategic rings, which the author argues is often neglected in the debate over the importance of leadership (first ring) versus fielded forces (fifth ring). The author emphasizes that lines of communications transmit all of society's military, economic, and political goods, services, and information. Infrastructure provides the framework that links the various elements of a nation's power. This infrastructure contains critical nodes that are vulnerable to airpower. By understanding this infrastructure, we better understand an adversary as a complex, adaptive, and open system. Colonel Felker's paper espouses a practical theory of airpower based on the synergistic relationship among societal structure and line of communications that comprise infrastructure. Rather than isolating different elements of a society and their concomitant targets, the theory views targets in a more holistic way. Of note, the theory articulates a culturally based paradigm with airpower applied against the linkages within a society's system processes, rather than a "one-size-fits-all" target list that attacks form. The theory describes a way to think about airpower, not a way to execute its missions.

The "Future of Warfare" means increasing the emphasis on air support to the joint fight. The USAF continues to promote the importance of air superiority, acquiring aircraft and training pilots to attain air dominance. American Airmen do not want a long engagement to gain air superiority in the event of battle with a major power. On the other hand, American air-power has reached new levels of effectiveness with night-and-day, all-weather, stealth, and precision bombing sustained with surprisingly sensitive surveillance-and-reconnaissance capabilities for target identification and battle damage assessment. The enforcement of the "no-fly zones" over Iraq, known as Operations Northern and Southern Watch, during the 1990s-as well as the wars in Bosnia, Operation Allied Force in 1999; in Afghanistan, Operation Enduring Freedom in 2001; and in Iraq, Operation Iraqi Freedom in 2003-highlighted the singular effectiveness of airpower to predominate in some joint and combined forms of war. Lt Col Craig D. Wills examines this rather new application of airpower in the long-running history of direct support of ground-combat operations-an activity long declared by thoughtful Airmen as doctrinally unsuitable for airpower. Now it seems that this air support to ground forces can be considered a core mission function.Wills maintains that the twentieth-century argument between air and ground proponents has changed significantly since the Gulf War and that it comes down to the relative importance of the ground or air in the mix. It is more than just using air as a supporting component to the ground forces-if this is true, current force organization and employment are adequate. However, if the air predominates in combat operations, then, as Wills puts it in his first chapter, joint-operations doctrine needs to be rethought. A changed balance "will affect the military at every level . . . force structure, organization, weapons acquisition, doctrine, and training."
