This study analyzes the effectiveness of airpower versus terrorism using three case studies. The first case study is Operation El Dorado Canyon, America's response to Libyan state-sponsored terrorism. The second case study is Operation Infinite Reach, America's cruise missile response to the 1998 al-Qaeda bombings of US embassies in Kenya and Tanzania. The third case study is the Israeli use of airpower versus the second Palestinian intifada of September 2000. The case studies address multiple common questions: What was the context? Why was airpower selected? How was airpower employed? What were the objectives and were they achieved? And, finally, What were the lessons learned? Additionally, each case study looks at the impact of military action on domestic opinion and third-party opinions. Overall, these three case studies reveal a spectrum of responses with which states can respond to terrorism. Operation Infinite Reach shows that when a nation is unwilling to commit itself seriously against an enemy, the message it sends is one of timidity and inertia. Operation El Dorado Canyon showed Mu'ammar Gadhafi that his support of terrorism would not come without cost. Further, Libya offered multiple high-value targets that could be destroyed-thus revealing a major weakness of states that sponsor terrorism. The Israeli use of air and ground power to combat terrorism has been effective, but this case also shows that military power alone cannot stop terrorism; at some point diplomacy must prevail.

In the twentieth century, this dream and its dark side unfolded as the air forces of the world went to war, bringing destruction and reassessment with each failure. Why Air Forces Fail examines the complex, often deep-seated, reasons for the catastrophic failures of the air forces of various nations. Higham and Harris divide the air forces into three categories of defeat: forces that never had a chance to win, such as Poland and France; forces that started out victorious but were ultimately defeated, such as Germany and Japan; and finally, those that were defeated in their early efforts yet rose to victory, such as the air forces of Britain and the United States. The contributing authors examine the complex causes of defeats of the Russian, Polish, French, British, Italian, German, Argentine, and American air services. In all cases, the failures stemmed from deep, usually prewar factors that were shaped by the political, economic, military, and social circumstances in the countries. Defeat also stemmed from the anticipation of future wars, early wartime actions, and the precarious relationship between the doctrine of the military leadership and its execution in the field. Anthony Christopher Cain's chapter on France's air force, l'Armée de l'Air, attributes France's loss to Germany in June 1940 to a lack of preparation and investment in the air force. One major problem was the failure to centralize planning or coordinate a strategy between land and air forces, which was compounded by aborted alliances between France and countries in eastern Europe, especially Poland and Czechoslovakia. In addition, the lack of incentives for design innovation in air technologies led to clashes between airplane manufacturers, laborers, and the government, a struggle that resulted in France's airplanes' being outnumbered by Germany's more than three to one by 1940. The Limits of Air Power analyzes the American bombing campaigns in Vietnam and shows why the use of air power, so effective in previous wars, proved unsuccessful in a limited war. Major Mark Clodfelter, a military historian, assesses the American use of air power from World War II through the Vietnam War, and shows how its effectiveness declined in Vietnam when air commanders and political leaders were faced with a very different kind of conflict than they had previously experienced. During World War II there was a very clear military objective – destruction of the Axis powers, in which the critical role of air power culminated in the detonation of two atomic bombs over Japan. During the Korean War, the threat of aerial attacks against North Korean dams hastened that war’s conclusion. But in Vietnam – where the enemy fought a guerrilla war and was not dependent on supply lines, and where no industrial economy existed – the threat of air power had less effect. The lessons learned from Vietnam, says the author, must become a part of Air Force doctrine going forward, and we ignore the lessons at our own peril.
