Die Verhandlungen über eine europäische politische Union scheiterten, der Beitritt Großbritanniens zur EWG blieb ungeklärt. Während gegenseitige Staatsbesuche die deutsch-französische Aussöhnung besiegelten, war das Verhältnis zu den USA belastet: Amerikanische Vorschläge gegenüber der UdSSR zur Lösung der Berlin-Frage erweckten Misstrauen in Bonn. Unterschiedliche Überlegungen zur Ausstattung der NATO mit Atomwaffen und zu deren Einsatz sorgten für weitere Reibungspunkte. Seite an Seite fanden sich die Bündnispartner jedoch angesichts der Bedrohung in Kuba: Sie wurde zum Testfall für die Entschlossenheit, dem sowjetischen Expansionsdrang Widerstand entgegenzusetzen.
