Ob Musik, Computer, Internet oder Fotos machen mit dem Handy, Medien haben einen besonders großen Stellenwert in der Sozialisation und in der Lebenswelt Jugendlicher. Diese Tatsache impliziert die Chance, mit Hilfe von Medien die Jugendlichen dazu zu bewegen, sich intensiv mit Gegenstandsbereichen ihrer eigenen sozialen Realität auseinander zu setzen und dabei authentische Erfahrungen zu machen. Einen äußerst wirksamen methodischen Ansatz der handlungsorientierten Medienpädagogik stellt dazu die aktive Medienarbeit dar. In der folgenden Diplomarbeit sollen im ersten Teil die theoretischen Grundlagen der aktiven Medienarbeit mit Jugendlichen vermittelt werden. Hierbei wird erörtert, wie sich die aktive Medienarbeit überhaupt definiert, wie sie entstanden ist, welche Ziele sie verfolgt, welche Zielbereiche, pädagogische Grundlegung, Lernprinzipien und Inhalte sie hat, welche medienpädagogischen Positionen für sie entscheidend sind, sowie die Aufgaben einer handlungsorientierten Medienpädagogik. Im einem zweiten Teil folgt die Auseinandersetzung mit Jugend, Gesellschaft und den Medien. Dabei wird auf Jugend als Lebensphase, die Adoleszenz, die Sichtweisen der Jugendforschung in Hinblick auf Jugend, auf Problembereiche und Problembewältigungsstrategien Jugendlicher und auf Jugendliche und die Massenmedien eingegangen. Die folgenden Teile greifen die Praxis der aktiven Medienarbeit in der Jugendarbeit, in Schulen und nicht-institutionellen Formen auf, mit jeweils praxisbezogenen Beispielen. Letztlich werden die erarbeiteten Aspekte in einem Fazit bewertet.

Mehr ader weniger kritisch werden deren lnhalte begutachtet, und p?dago gische MaBnahmen verfolgen - insbesondere wenn es um Film und Fernsehen und um jugendliche Rezipienten geht- immer noch das Ziel, zu schUtzen und zu bewahren. Der Rezipient gilt als Konsument und die vorrangige p?da gogische Aufgabe wird darin gesehen, ihn zum 'richtigen' Konsum anzulei ten. Bereits seit den 20er und 30er Jahren gibt es jedoch eine andere Blickrich tung auf die Medien: Sie sieht die Medien zuvorderst als technische Mittel, deren Bestimmung sich nicht allein in der passiven Nutzung erschopft. Me dien konnen vielmehr - zumindest potentiell - von den Rezipienten selbst aktiv genutzt werden. BerUhmt fUr diese Blickrichtung ist die Forderung Bertolt Brechts geworden, den Radioapparat von einem Distributions- in einen Kommunikationsapparat umzuwandeln, ihn also fUr alle als ein Mittel Kommunikation verfUgbar zu machen. In einer Reihe theore der zweiseitigen tischer Ans?tze wurde dieser Gedanke aufgegriffen und begrUndet. FuB fas sen konnten solche Ans?tze in der Medienp?dagogik jedoch ebensowenig wie vereinzelte Versuche, das theoretische Konzept in der p?dagogischen Praxis zu konkretisieren.

This paper describes how one New York City school district uses staff development to change instruction system-wide, discussing the role local school districts play in systemic school improvement and the role of professional development in connecting reform policy to classroom practice. The paper emphasizes the district's sustained attention to school improvement through professional development. The district's improvement strategy includes: (1) a set of organizing principles about the process of systemic change and the role of professional development in that process and (2) a set of specific activities that emphasize system-wide improvement of instruction. Its staff development has distinctively organized professional development models. Organizing principles include: focusing only on instruction; viewing instructional change as a long, multi-stage process; sharing expertise to drive instructional change; emphasizing system-wide improvement; working together to generate good ideas; setting clear expectations, then decentralizing; and promoting collegiality, caring, and respect. Specific professional development models include the professional development laboratory; instructional consulting services; inter-visitation and peer networks; off-site training; and oversight and principal site visits. This project's professional development is kept visible in the district budget, with the district committed to spending a specific proportion of the budget as an expression of the priority it places on professional development. The district uses multi-pocket budgeting to support this effort (orchestrating multiple sources of revenue around one priority to produce maximum revenue for that purpose).
