Secara definitif, para pakar mendefinisikan dakwah atas seruan individu kepada individu atau sekelompok masyarakat supaya merealisasikan aktivitas yang sesuai dengan seruan agama, baik yang bersifat vertikal atau horizontal. Yang bersifat vertikal dapat digambarkan dengan ajaran yang bersifat ketuhanan (teology), sedangkan yang horizontal ialah ajaran yang bersifat sosial humanis (basyariyyah). Untuk menegaskan definisi tersebut, Muhammad Hadlar al-Husain menyatakan bahwa yang dimaksud dengan dakwah ialah mendorong manusia untuk beraktivitas posistif sekaligus mengarahkan mereka Aktualisasi Dakwah dan Implikasinya dalam Mewujudkan Masyarakat Rukun Beragama : Tinjauan Terhadap Materi Dakwah di Kabupaten Asahan terhadap jalan yang sesuai dengan ajaran agama, juga menghalangi mereka dari berbagai aktivitas yang bersifat negatif, sedangkan tujuan utamanya ialah mengantarkan mereka kepada kebahagiaan saat ini dan kelak. (Hadlar alHusain, t.t:17). Sebagaimana juga yang telah dinyatakan oleh Muhammad al-Ghazali bahwa dakwah materi-materi yang mencakup pengetahuan positif yang dibutuhkan oleh manusia, supaya mengerti atas tujuan sesungguhnya dalam kehidupan mereka, dan agar terbuka bagi mereka petunjuk-petunjuk yang dapat mengantarkan mereka pada jalan yang benar. (al-Ghazali, t.t: 17). Dari dua definisi tersebut dapat difahami bahwa yang dimaksud dakwah ialah aktivitas menyeru atau mengajak kepada individu atau masyarakat untuk melaksanakan perbuatan-perbuatan yang tidak melanggar norma-norma agama, baik norma yang bersifat ilahiyyah (teology) ataupun norma yang bersifat sosial kemasyaratan.
