Over the past 250 years, the management of Alaska's magnificent fish and wildlife resources has varied from ruthless exploitation, to extreme protectionism, to excellent conservation. Periods of exploitation of marine mammals by the Russians, decades of salmon mismanagement by the federal bureaucracy, and long-term bounty payments for eagles, seals, and wolves identified the need for conservation of Alaska fish and game populations. Following statehood, biologists in the Alaska Department of Fish and Game restored salmon runs to unprecedented abundance and insured moose, caribou, sheep, and bear populations were managed on a sustained yield basis to provide ample harvest for hunters. The discovery and production of oil on the North Slope of Alaska greatly influenced fish and game management by providing funds for innovation and excellence within the Alaska Department of Fish and Game. Federal lands legislation in 1973 and 1980 established more than 100 million acres of new National Parks and Preserves and Fish and Wildlife Refuges, much in wilderness status. Reduced hunting opportunities and increased federal intervention into fish and game management led to a decadeslong conflict between the State of Alaska and the federal government over management authority.
