In the early 1980s teenage drinking had become one of the many foci for expressions of concern about young peoples’ morals, health and discipline. Yet we knew very little about how most young people drink – the qualitative aspects of youthful drinking. The research emphasis had hitherto been upon the level of drinking, neglecting the social forms, styles and associated meanings of specific drinking practices such as round-buying. Originally published in 1983, the core of this book reports upon an ethnographic study of the circumstances, cultures and drinking practices of one particular stratum of youth. The service sector had become an increasingly important area of employment, but little was known about service sector youth cultures. The author shows how mixed-sex round buying arises in such a culture and how it differs from the drinking practices of other groups. The study goes on to develop a general model for understanding drinking practices in diverse strata of youth, and draws out implications for health and social education. Drink education is related to the increasingly important, and contentious, area of education about ‘working life’ and to sexual divisions in society. Introducing these sections is a review of the historical origins of concern about public drinking. Originating in yearly Vagrancy Acts and elaborated over 500 years, the state’s policies about production, distribution, and consumption of alcohol are an integral part of its general economic and social policies, and will continue to be framed by them.

A congressional hearing examined the effects of alcohol labeling and marketing on Native American health and culture. The focus of the hearing was on "Crazy Horse" malt liquor, a product named for the spiritual and political leader of the Native American Sioux. Following opening remarks by presiding committee chairwoman, Patricia Schroeder, the brewery in question, by letter, objected to not being allowed to participate in the hearing and denied the allegation of targeting Native Americans in marketing its product. A fact sheet provides information on the following issues: (1) alcohol as a major cause of disease, injury, and death among Native Americans; (2) the high rate of alcohol use among Native American youth and problems associated with alcohol use such as driving under the influence, increased sexual behavior, and a high suicide rate among Native Americans; (3) the importance of cultural traditions in alcohol prevention and treatment programs for Native American youth; (4) the practice of alcohol advertisements targeting high-risk groups; and (5) public and court response to the practice of targeted advertising. Anxiety about "alcohol and youth" has been excited by shocking events and reports. Events are exemplified by multiple deaths of adolescents in automobile crashes after drinking parties. Reports are exemplified by the conclusion, from a national survey, that more than one fourth of youngsters aged 13 to 18 are already problem drinkers. Response provoked by these events and reports has taken the form of proposed or enacted legislation in several states to raise the so-called legal drinking age from 18 to 19, or 20, or 21. The confusion around the alcohol-and-youth problem is manifest in the fact that no one can be sure that raising the legal drinking age will make any difference. The legislation may be tilting at windmills; and it is doubtful even that the windmills exist. (But the legislative windmills are whirling.) The confusion is clearly manifest in the fact that the legal drinking-age legislation does not deal with a drinking age.

Alcohol misuse presents a major risk for health and well-being throughout the life-span, but youth have a special vulnerability. Alcohol is the most widely used drug by adolescents. For some, this may be one or two isolated occasions of youthful experimentation; for others, the use becomes excessive, placing them in danger of immediate adverse consequences such as accidental injury and alcohol poisoning, or encouraging other high-risk behavior patterns including unprotected sex. Moreover, a pattern of heavy drinking established in adolescence and young adulthood may continue into an adult pattern of alcohol abuse. Concerned communities and institutions across the nation are tackling the problem of alcohol use and abuse by young people. Research-based knowledge is urgently needed to inform these efforts and to ensure that limited prevention resources are used as effectively as possible. The origins of youthful alcohol use and abuse are found within the complex interplay of individual characteristics, family and peer influences, the larger societal context for alcohol use, environmental conditions, and maturational processes that accompany adolescence. This volume, which began as a special issue of the Journal of Research on Adolescence, contains all of the material from the journal issue plus additional chapters. It helps researchers to meet the tremendous challenge of disentangling the key determinants of risk, and developing effective interventions. Primary sources of influence on youthful alcohol use are described, ranging from individual expectancies about alcohol effects and cognitive decision processes to parenting practices, peer influences, social environments, and economic factors; and a corresponding range of prevention interventions is discussed. This book will serve as a primer to those with an interest in developing and improving effective programs and activities to reduce alcohol-related problems among young people. For those engaged in prevention research, the text will provide useful reviews and current findings that should aid in directing future research activities.
