Es decir, más que ofrecer una agenda alternativa de política económica, examina críticamente las bases analíticas y la evidencia empírica en que se apoyan varias de las tesis que la inspiran. El argumento central es que gran parte de la agenda actual de reformas no va a servir de mucho para salir del estancamiento y hacerlo demanda cambiar de agenda. Lo que se opone a este cambio no son tanto los intereses creados sino las ideas que inspiran un diagnóstico equivocado de la realidad presente.

"The categories commonly mobilized to think about education have long been associated with the notion of the nation state, and functioned as obstacles, rather than resources, for our understanding of how globalization plays out in this particular field. In the last two decades, both social theory and comparative politics have attempted to overcome these limitations in their own way. Social theory increasingly acknowledged education as a global phenomenon. Theories have been developed to describe a global society evolving across borders. They show how, through processes that remain debated (cultural isomorphism, capitalism, functional differentiation), a number of structural and semantic evolutions have spread across education systems. Part I of this Handbook is dedicated to presenting, discussing, and comparing three such theories of globalization and their implications for our understanding of education and education policy. Comparative politics has for its part concerned itself with developing a more complex, less unified and 'transformationalist' view of the State by acknowledging the fragmentation and distribution of its functions among distinct domains and levels. Part II gravitates around this global constellation, with chapters focusing on global reforms, norms and ideas put forward by supranational organizations, on international accountability processes and on the ways in which nation states or local actors adopt, implement or resist global ideas and reforms. The two Parts reflect these disciplinary approaches to the relation between globalization and education. Virtually all industrialized nations have annual per capita incomes greater than $15,000; meanwhile, over three billion people, more than half the worlds population, live in countries with per capita incomes of less than $700. Development economics studies the economies of such countries and the problems they face, including poverty, chronic underemployment, low wages, rampant inflation, and oppressive international debt. In the past two decades, the international debt crisis, the rise of endogenous growth theory, and the tremendous success of some Asian economies have generated renewed interest in development economics, and the field has grown and changed dramatically. Although Analytical Development Economics deals with theoretical development economics, it is closely grounded in reality. The author draws on a wide range of evidence, including some gathered by himself in the village of Nawadih in the state of Bihar, India, where—in huts and fields, and in front of the village tea stall—he talked with landlords, tenants, moneylenders, and landless laborers. The author presents theoretical results in such a way that those doing empirical work can go out and test the theories. The book is a revision of Basu's The Less Developed Economy: A Critique of Contemporary Theory (Blackwell, 1984). The new edition, which has several new chapters and sections, incorporates recent theoretical advances in its comprehensive, up-to-date treatment of the subject. Scholarly discussion of the fate of the Third World has long been domi­nated by North American and European authors. Yet in recent years the writings of Third World social scientists have often been creative, and are worthy of more attention in the United States. This book makes the work of three outstanding Latin American sociologists readily available to the English-reading public: Gino Germani of Argentina (who has moved to Harvard University); Pablo Gonzalez Casanova of Mexico; and Fernando Henrique Cardoso of Brazil. Their major writings are summarized, and then interpreted in the context of material from extensive interviews with the authors. In these interviews, the authors explain the events--personal, professional, and political--that have had major influence on their thought. Their views range from Germani's synthesis of orthodox European and American sociology, as adapted to his detailed empirical studies of the modernization of Argentina and other countries in this hemisphere, through Gonzalez Casanova's interpretation of the forces of exploitation, internal as well as external, that dominate the Mexican political system, to Cardoso's influential revisions of Marxist theory to deal with the basic situation of dependency that shapes the range of options open to the Latin American countries, especially Brazil. These "inside" views of the devel­opment process often sharply diverge from the dominant opinions among "outsiders." By understanding the differences, readers in the United States can gain direct insight into Latin American social reality, and can find ways of improving North American social science by bringing to the surface some unstated assumptions. One theme common to all three authors is their concern with issues that arise from policy debates: they focus on questions of practical import, rather than abstruse theoretical models.
