Este estudio realiza un análisis comparativo de las metas de reducción de emisiones propuestas por los diferentes países de América Latina y el Caribe en sus NDC y sus planes de expansión de generación eléctrica. El documento demuestra que hay coherencia entre ambos instrumentos. No obstante, existen desafíos importantes de cara a alinear los objetivos ambientales y los del sector eléctrico: (1) en algunos países los resultados evidencian la necesidad del desarrollo de medidas de mitigación adicionales que conduzcan al cumplimiento de los objetivos; (2) en los países que no poseen planes de expansión, las NDC tienden a ser menos detallados y claros, lo que dificulta validar su factibilidad. En general, se manifiesta la necesidad de fortalecer las capacidades de planificación de los países y de implementar medidas de mitigación más medibles, puesto que todavía existen casos en la región donde los países no cuentan con un órgano institucional que esté a cargo de esta importante tarea o un marco regulatorio que apoye su ejecución.

Fiscal discipline and public sector efficiency became prominent issues in Latin America and the Caribbean in the late 1980's following external debt crises that troubled many countries in the region. Resolution of the debt crises necessitated a first wave of reforms that largely focused on upgrading legal and regulatory frameworks or improving information systems. Nearly twenty years later progress in matching OECD practices and performance in public financial management and procurement has been uneven and has been one of the factors that impeded higher growth and competitiveness in Latin America and the Caribbean. Countries such as Chile, Brazil and Costa Rica with relatively good performance, in this respect, have shown what other countries in the region can do and how they would benefit. Increased globalization, seemingly intractable issues of income inequality, the onset of the recent global financial crises and the emergence of an assertive middle class that demands better governance, are all reasons why Latin America and the Caribbean governments should closely examine incomplete financial management and procurement reform programs and embark on trajectories that will improve their performance and be better responsive to the needs of their citizens. For a century, economists have driven forward the cause of globalization in financial institutions, labour markets, and trade. Yet there have been consistent warning signs that a global economy and free trade might not always be advantageous. Where are the pressure points? What could be done about them? Dani Rodrik examines the back-story from its seventeenth-century origins through the milestones of the gold standard, the Bretton Woods Agreement, and the Washington Consensus, to the present day. Although economic globalization has enabled unprecedented levels of prosperity in advanced countries and has been a boon to hundreds of millions of poor workers in China and elsewhere in Asia, it is a concept that rests on shaky pillars, he contends. Its long-term sustainability is not a given. The heart of Rodrik’s argument is a fundamental 'trilemma': that we cannot simultaneously pursue democracy, national self-determination, and economic globalization. Give too much power to governments, and you have protectionism. Give markets too much freedom, and you have an unstable world economy with little social and political support from those it is supposed to help.
