"Prominent in building Britain's maritime empire in the eighteenth century, the Royal Navy also had a significant impact on politics, public finance and the administrative and bureaucratic development of the British state. The Navy was the most expensive branch of the state, and its effective funding and maintenance was a problem that taxed the ingenuity of a succession of politicians, naval officers and bureaucrats. The Navy, in many ways a victim of its own success, grew faster than the infrastructure that supported it and the public purse that funded it. By the middle of the century the difficulties this growth created had become critical, and the challenge this presented was taken up by Admiralty Boards led by Anson, Egmont, Hawke and Sandwich. Resolving these problems introduced administrative reforms and innovations in the Navy's administration and in public finance, some of which pre-figured later bureaucratic development. From the mid 18th century up till after memories of the Napoleonic wars and the glories of 'Nelson's navy' had faded, the Royal Navy was the bulwark of Britain's defence and the safeguard of trade and imperial expansion. While there have been political and military histories of the Navy in this period, looking at battles and personalities, and studies of its administration and the life below decks, this book is the first study of the Navy in a cultural context, exploring contemporary attitudes to war and peace and to ideologies of race and gender. A fascinating study of midshipmen and other "young gentlemen", outlining their social background, career paths and what life was like for them. Officer recruits - "young gentlemen" - entered the Royal Navy with dreams of fame, fortune and glory, but many found promotion difficult, with a large number unable to progress beyond lieutenant. Recent scholarship has argued thatduring the wars of 1793-1815 there was greater social diversity among naval officers, with promotion increasingly related to professional competence. This book, based on extensive original research, examines the social backgroundof around 4,000 "young gentlemen" a term which includes midshipmen and various other categories, including captains' servants, volunteers and masters' mates. It concludes that in fact high birth became an increasingly important factor in the selection of officer candidates, and that as the Admiralty grip on the appointment and management of officer aspirants increased, especially after 1815, aristocratic presence in the ranks of young officers increased significantly as a result of deliberate Admiralty policy. The book also discusses the assertion that the increase in elite sons led to a dramatic increase in cases of indiscipline and insubordination, concluding that although therewas a marked increase in courts martial for insubordination during and after the French Wars there is no evidence that such cases related more to the elites than to young aspirants in general". The book includes many case study examples of midshipmen and other "young gentlemen", illustrating what life was like for them and how they themselves viewed their situation. S.A. Such visions, largely shaped by Hollywood pictures such as the popular Pirates of the Caribbean franchise, naturally fail to do full justice to a group of men who functioned, with little direction and even less support, on the seas for years at a time. Disney may enjoy portraying them sitting down to sumptuous feasts or cavorting with scantily clad native girls, but the opposite was true; the men were almost always hungry, with even the best meals consisting of little more than bread, beans, and a bit of meat on the side if the voyage was still in its early days. Likewise, those stranded on islands were not met by pretty native girls bearing coconut cream pies but instead cold and wind and an unremitting surf that drove away both flora and fauna. Those who doubt this reality or unfamiliar with it need only consult the journals and records of the officers and crew of the HMS Wager, who sailed from England to fight the Spanish in 1741 and instead ended up fighting for their lives. These men, many of whom were already long past the normal age of service, endured short rations and rough seas for months, only to end up shipwrecked on an island off of South America. Many died during the wreck, as did many others who were marooned, only to discover it bare of almost all supplies necessary for survival. On top of those tribulations, mutinous men rose up violently against their captain and made their way across more than 2,000 miles of tossing seas in an open boat. Their trip was characterized not just by hardship and hunger but also by that most dastardly of crimes - betrayal - as their leaders again and again chose their own good over that of their men. Of the almost 100 men that set out on the Wager, only a handful made it home, and even then they returned not together but piecemeal after having been separated by their troubles. When they finally did make their way back to England, they came home not to a hero's welcome but numerous questions and ultimately a court martial. For a number of reasons, ranging from lack of evidence to prosecutorial reluctance, the men were not convicted of any crimes; in fact, most of the survivors went on to have successful careers in the British Navy and other endeavors. However, no rational person could ever claim that they got away unpunished, for surely the sights of friends dying slowly of starvation and dead bodies piled on beaches for carrion to attack were tougher punishments than the Admiralty could ever mete out on them.
