As NATO’s first hostile offensive military action, Operation Allied Force placed new demands and pressures on the Alliance. Those pressures and demands offer an opportunity to answer critical questions regarding Alliance politics: How much autonomy do the Alliance members have? Does the U.S. dictate Alliance policy? Can the Alliance function politically while engaged in combat? Contributors explore the experience of NATO’s members individually as well as in terms of implications for theories of alliances. More fundamentally, the contributors to this volume ask whether Operation Allied Force reflected a consensus among NATO’s members, or whether some members were “Forced Allies.”

Focusing on NATO's continued crisis of identity, Joyce P. Kaufman argues that the conflicts in Croatia, Bosnia-Herzegovina, and Kosovo have proven to be critical to an alliance that has not been able to define its roles and missions in the post-Cold War world. While, on the one hand, NATO was enlarging by inviting former adversaries in Central and Eastern Europe and the former Soviet Union to join, on the other hand it has been woefully unprepared to deal with the ethnic conflicts that erupted on its borders and that could undermine the peace and stability of Europe. The author contends that the conflicts in the former Yugoslavia have potentially threatened the essence of NATO by forcing the alliance to take on the new role of peacekeeper without adequately allowing the members to examine the role the alliance wants to or should play in a largely postcommunist world. Despite ongoing discussion in NATO ministerial summits, the alliance has made little progress to date and public questions about the role and even the viability of NATO after the Cold War continue to grow. The inability to address these issues leaves NATO facing a number of pressing questions that this book tries to answer: What role can and should the alliance play in the future? And why have the ongoing conflicts in the Balkans proven to be a challenge that the alliance has been unwilling or unable to resolve?

From the end of the Cold War to the terrorist attacks on the United States in September 2001, the NATO Alliance has changed profoundly. This book explores the multifaceted consequences of NATO's adjustment to new international and domestic political and security realities. Internal Alliance politics and matters of relative power within the membership have strongly influenced recent NATO developments. Several major issues challenging the Alliance are examined, including how the impact of efforts to develop an enhanced common European security and defense policy have affected NATO: whether missile defense is driving the United States and its European allies closer or further apart; how the experience of NATO in the Balkans and elsewhere brought alliance members together or made MATO cohesion more difficult to maintain; and in what way the changing role of NATO has influenced American and Canadian participation in the Alliance. An important guidepost to pivotal changes and likely NATO developments, scholars and policymakers of Atlantic and international politics will find these meditations indispensable. A number of authors also speculate on the likely changes for the alliance that will ensue in the wake of the September 11 terrorist attacks, and the possibility that NATO will soon modify its mission and responsibilities in reaction to the threat of international terrorism. Indeed many of the same strategies and strains that affected NATO cohesion over the past decade are likely to complicate efforts to maintain Alliance unity as part of the anti-terrorist coalition.

Scholarship on NATO is often preoccupied with key episodes in the development of the organisation and so, for the most part, has remained inattentive to theory. This book addresses that gap in the literature. It provides a comprehensive analysis of NATO through a range of theoretical perspectives that includes realism, liberalism and constructivism, and lesser-known approaches centred on learning, public goods, securitisation and risk. Focusing on NATO’s post-Cold War development, it considers the conceptualisation, purpose and future of the Alliance. This book will be of interest to students and scholars of international organisation, international relations, security and European Politics.

More than any other episode since the end of the Cold War, the conflict in Kosovo revealed the distinctive attributes of a new American "way of war." In so doing, Kosovo also brought into sharp focus the military, political, and moral dilemmas confronting a liberal democracy intent on wielding preeminent power on a global scale. What are the moral implications posed by waging high-tech warfare for humanitarian purposes? Does the precedent set by intervention of this type point toward peace and stability or toward more war? How well suited are the United States military and American society as a whole to the security challenges of the age of globalization? According to Bacevich and Cohen, gauging the "success" achieved in Kosovo yields important answers to these and related questions. The volume includes a well-crafted historical overview of the war and six essays that place it in a broader context. The contributors explore the conflict's relationship to U.S. grand strategy, the Revolution in Military Affairs, and American civil-military relations, among other topics. Contributors: William A. Arkin, Andrew J. Bacevich, Eliot A. Cohen, Alberto R. Coll, James Kurth, Anatol Lieven, Michael Vickers

American Foreign Policy written by James W. Peterson and has been published by Bloomsbury Publishing USA this book supported file pdf, txt, epub, kindle and other format this book has been release on 2014-03-13 with Political Science categories.

The text aims to uncover the roots of the United States' near perpetual involvement in war since the beginning of WWI in 1914. Using alliance politics as the main framework of analysis, it offers a new interpretation that contrasts with the traditional views that war is an interruption of the American foreign policy emphasis on diplomacy. Instead, it posits that war has been the norm during the past century while peaceful interludes were but a time of respite and preparation for the next conflict. After a thorough discussion of the concepts of alliance building and the containment doctrine, the work then addresses such themes as the alliance networks used to confront German and Japanese powers during the early 20th century wars, the role of alliances in containing the Soviet Union during the Cold War, the creation of alliances to restrict and defeat rogue state powers, and whether they were useful when dealing with the challenges posed by terrorism in the post-9/11 world. Each chapter features case studies, a summary, references, and web links. In addition, the book utilizes primary sources, such as U.S. Department of Defense and State documents and presidential statements. An exhaustive study of containment and alliance, this text will be an essential resource for anyone studying U.S. foreign policy, international relations, and national security.

The Kosovo Crisis written by Paul Latawski and has been published by Manchester University Press this book supported file pdf, txt, epub, kindle and other format this book has been release on 2003 with History categories.

This book looks at the legacy of the 1998-99 Kosovo crisis for European security affairs. It examines the debates about the nature and justification of intervention in the affairs of sovereign states. It also considers the impact of the crisis on NATO and on relations between western states and Russia both during and since Kosovo. Well-known "facts" are critically assessed and challenged. The authors argue that the NATO attacks on Serbia were not a "war," nor did the crisis directly lead to moves to endow the European Union with its own military dimension. They place the Kosovo crisis in the context of the long-term evolution of a transatlantic "community of values" between Europe and North America.

Nato Reconsidered written by Wesley B. Truitt and has been published by this book supported file pdf, txt, epub, kindle and other format this book has been release on 2023 with Diplomacy categories.

Is NATO still in the best interest of the United States? This provocative work argues that the focus on NATO distracts the U.S. from the vital foreign policy challenges of the 21st century, most notably China's rise in power. Since its beginning in 1949, NATO-the North Atlantic Treaty Organization-has been at the center of U.S. foreign policy. The alliance was crucial during the decades of the Cold War, and the United States collaborated closely with NATO during crises in Kosovo, Afghanistan, and Libya. But does the NATO alliance still serve the best interests of the U.S.? The NATO of today-one that has expanded to 30 member countries-risks involving the U.S. in unwanted military activities of the future, actions that were not intended in the original Atlantic alliance. In addition, the real challenges for foreign policy of 21st century are not in Europe, but in the expanding economic powerhouses in Asia, especially China. NATO Reconsidered argues that the changes in world politics in recent decades requires that the more than 70-year-old alliance should no longer be the principal focus of U.S. foreign policy.

This book offers a thorough appraisal of Operation Allied Force, NATO's 78-day air war to compel the president of Yugoslavia, Slobodan Milosevic, to end his campaign of ethnic cleansing in Kosovo. The author sheds light both on the operation's strengths and on its most salient weaknesses. He outlines the key highlights of the air war and examines the various factors that interacted to induce Milosevic to capitulate when he did. He then explores air power's most critical accomplishments in Operation Allied Force as well as the problems that hindered the operation both in its planning and in its execution. Finally, he assesses Operation Allied Force from a political and strategic perspective, calling attention to those issues that are likely to have the greatest bearing on future military policymaking. The book concludes that the air war, although by no means the only factor responsible for the allies' victory, certainly set the stage for Milosevic's surrender by making it clear that he had little to gain by holding out. It concludes that in the end, Operation Allied Force's most noteworthy distinction may lie in the fact that the allies prevailed despite the myriad impediments they faced.
