Salah satu tema dalam kebijakan pembangunan pendidikan adalah peningkatan mutu pendidikan, jika kita berbicara masalah pendidikan tidak terlepas dari masalah pembelajaran yang merupakan inti dari proses pendidikan. Suatu sistem pendidikan dalam hal ini Perguruan Tinggi yang dikatakan bermutu adalah jika proses belajar dan mengajar berlangsung secara efektif , efisien dan ekonomis yang tentunya harus ditunjang oleh sumber daya manusia yang dalam hal ini dosen-dosen yang berqualifaid . Undang-Undang Nomor 12 tahun 2012 tentang Pendidikan Tinggi mendefinisikan bahwa Pendidikan Tinggi adalah jenjang pendidikan setelah pendidikan menengah yang mencakup program diploma, program sarjana, program magister, program doktor, dan program profesi, serta program spesialis, yang diselenggarakan oleh perguruan tinggi berdasarkan kebudayaan bangsa Indonesia. Pendidikan adalah usaha sadar dan terencana untuk mewujudkan suasana belajar dan proses pembelajaran agar peserta didik secara aktif mengembangkan potensi dirinya untuk memiliki kekuatan spiritual keagamaan, pengendalian diri, kepribadian, kecerdasan, akhlak mulia, serta keterampilan yang diperlukan dirinya, masyarakat, bangsa, dan negara. Ilmu Pengetahuan dalam UU 12 tahun 2012 tentang Pendidikan Tinggi adalah rangkaian pengetahuan yang digali, disusun, dan dikembangkan secara sistematis dengan menggunakan pendekatan tertentu, yang dilandasi oleh metodologi ilmiah untuk menerangkan gejala alam dan/atau kemasyarakatan tertentu, dan Teknologi adalah penerapan dan pemanfaatan berbagai cabang Ilmu Pengetahuan yang menghasilkan nilai bagi pemenuhan kebutuhan dan kelangsungan hidup, serta peningkatan mutu kehidupan manusia. Perkembangan ilmu pengetahuan dan tekhnologi serta perubahan masyarakat yang sangat cepat, maka secara otomatis memerlukan sumberdaya manusia yang berpendidikan dan trampil hal ini untuk menjawab tantangan-tantangan ke depan yang semakin dinamis. Berbicara dalam pendidikan Perguruan tinggi, suatu hal sebagai momok mahasiswa adalah tugas akhir, dalam hal ini Desertasi jika mahasiswa tersebut program strata 3, tesis jika mahasiswa tersebut progran strata 2 dan skripsi jika mahasiswa tersebut strata 1. Penelitian yang merupakan tugas akhir seorang mahasiswa yang berdasarkan pendekatan secara garis besar yang dibedakan atas : a) Kuantitatif pada dasarnya dilakukan pada jenis penelitian inferensial dan menyandarkan kesimpulan hasil penelitian pada suatu probilitas kesalahan penolakan hipotesa nol dengan metoda ini akan diperoleh siqnifikansi perbedaan kelompok atau siqnifikansi hubungan antar varibel yang diteliti, pada umumnya penelitian ini merupakan penelitian dengan jumlah sampel besar dan bila disederhanakan penelitian ini secara mendalam dibagi menjadi penelitian deskriptif dan penelitian infrensial. b) Kualitatif pada umumnya menekankan analisis proses dari proses berpikir secara deduktif dan induktif yang berkaitan dengan dinamika hubungan antara fenomena yang diamati, dan senantiasa menggunakan logika ilmiah, penelitian ini tidak berarti tanpa menggunakan dukungan dari data kuantitatif akan tetapi lebih ditekankan pada kedalaman berpikir formal dari peneliti dalam menjawab permasalahan yang diahadapi. Penelitian kualitatif bertujuan untuk mengembangkan konsep sensitivitas pada masalah yang dihadapi, menerangkan realitas yang berkaitan dengan penelusuran teori dari bawah (grounded theory), dan mengembangkan pemahaman akan satu atau lebih dari fenomena yang diamati, senantiasa menggunakan logika ilmiah penelitian ini tidak berarti tanpa menggunakan dukungan dari data kuantitatif, akan tetapi lebih ditekankan. Tugas akhir mahasiswa tersebut dalam hal ini membuat tesis atau skripsi, tidak jarang atau bahkan dari 10 mahasiswa semester akhir hanya 4-6 mahasiswa saja yang dapat menyelesaikan tugas akhir yaitu penelitian. Kegagalan mahasiswa dalam menyelesaikan skripsi dapat diminimalis jika menerapkan suatu model yaitu model NIA Saragih, model terebut adalah : 1. Niat Mahasiswa kurang kuat dalam membuat niat dalam menyelesaikan skripsi dan niat untuk menyelesaikan skripsi hanya nomor 3 dan seterusnya, dan niat ini bukan sebagai prioritas yang pertama, untuk mengabaikan niat-niat yang lain. Kesimpulan dalam variabel Niat ini adalah agar menancapkan dalam hati yang dalam untuk dapat menyelesaikan skripsi tepat waktu, misalnya datang teman dan mengajak untuk bermain dan kita lagi merivisi skripsi dalam hal ini kita harus tega menolaknya. 2. Sabar Mahasiswa ingin menyelesikan skripsi dengan instan, dan meminimalkan prosedur-prosedur yang berlaku, dan kurang sabar dalam menghadapi kendala-kendala yang terjadi, Kesimpulan dalam variabel Sabar adalah mahasiswa harus berhati sabar jika menghadapi kendala-kendala atau benturan-benturan, kendala-kendala tersebut bisa berasal dari internal mahasiswa itu sendiri atau external dalam dilingkungan kampus, misalnya sudah janjian dengan dosen pembimbing jam 10.00 Wib, mahasiswa sudah menunggu, tetapi dosenya tidak muncul 3. Rajin Dalam variabel rajin dapat disimpulkan bahwa mahasiswa dituntut untuk ekstra rajin, rajin dalam artian disini adalah rajin untuk mengunjungi perpustakaan, rajin dalm bimbingan, rajin diskusi dengan teman se-kampus, dan rajin merivisi kesalahan-kesalahan hasil dari bimbingan. 4. Gigih Variabel Kegigihan dalam arti disini adalah pantang menyerah, semangat, dalam menyelesaikan skripsi, gigih dapat juga diartikan mempertahankan pendapat bila beradugumentasi dengan pembimbing. Variabel yang empat ini lah yang disebut model NIA SARAGIH, model ini akan membantu mahasiswa dalam menyelesaikan skripsi tepat waktu.
