Cette appellation d'"Alsace-Lorraine" (Elsass-Lothringen) surgit au cours de la guerre franco-allemande de 1870, puis est officialisée par les Allemands à la suite du traité de Francfort en 1871 qui leur accordait l'annexion et le rattachement au Reich de l'Alsace et de la Moselle. Toutefois, la création de l'Alsace-Lorraine par l'Empire allemand pose la question très ancienne des rapports entre l'espace germanique et l'espace roman, puis français, ainsi que la question des relations de proximité entre les deux éléments de cette entité: l'Alsace et la Lorraine/Moselle. Ces deux éléments d'une entité légalement annexée par l'Empire allemand au lendemain de la défaite de Napoléon III à Sedan étaient perçus par les dirigeants du IIe Reich comme faisant naturellement partie d'une Allemagne dont ils avaient été injustement séparés. Cette réunification s'opérait toutefois contre l'avis de la majorité des Alsaciens et des Mosellans qui se sentaient pleinement Français. Les conséquences de cette annexion furent évidemment contestées par les Français qui la considérait "contre nature" ; elle suscita parmi le peuple et les élites un sentiment de revanche qui sera pour partie à l'origine du déclenchement de la Grande Guerre et de l'hostilité durable entre les deux pays. Toutefois, l'expression Alsace-Lorraine correspond bien à la notion d'un "pays perdu", qui alimenta la chronique internationale durant quarante-sept ans (1871-1918). A l'issue de son retour à la France, il faut bien constater toutes les avancées dont bénéficia l'Alsace-Lorraine durant cette annexion aux plans juridique, administratif et culturel et qui continuent aujourd'hui encore d'étonner les Français "de l'intérieur ".

The Politics of Self-Determination examines the territorial restructuring of Europe between 1917 and 1923, when a radically new and highly fragile peace order was established. It opens with an exploration of the peace planning efforts of Great Britain, France, and the United States in the final phase of the First World War. It then provides an in-depth view on the practice of Allied border drawing at the Paris Peace Conference of 1919, focussing on a new factor in foreign policymaking-academic experts employed by the three Allied states to aid in peace planning and border drawing. This examination of the international level is juxtaposed with two case studies of disputed regions where the newly drawn borders caused ethnic violence, albeit with different results: the return of Alsace-Lorraine to France in 1918-19, and the Greek-Turkish War between 1919 and 1922. A final chapter investigates the approach of the League of Nations to territorial revisionism and minority rights, thereby assessing the chances and dangers of the Paris peace order over the course of the 1920s and 1930s. Volker Prott argues that at both the international and the local levels, the 'temptation of violence' drove key actors to simplify the acclaimed principle of national self-determination and use ethnic definitions of national identity. While the Allies thus hoped to avoid uncomfortable decisions and painstaking efforts to establish an elusive popular will, local elites, administrations, and paramilitary leaders soon used ethnic notions of identity to mobilise popular support under the guise of international legitimacy. Henceforth, national self-determination ceased to be a tool of peace-making and instead became an ideology of violent resistance.

This book analyses and compares instances of the diffusion of political norms and ideas in the history of Franco-German relations. While this relationship is often described as a history evolving from enmity over reconciliation to friendship, the book uses the concept of diffusion as a complementary analytical perspective to emphasize how political norms and ideas originating in one society have influenced the other, especially in periods of intergovernmental conflict. Established in International Relations to explain transnational normative change in contemporary contexts, the framework of diffusion is heuristically useful to explore how various types of actors have contributed, using analytically different mechanisms, to normative change across the Rhine. The book presents eight case studies featuring various contents and mechanisms of ideational diffusion taken from three contexts of Franco-German history, including the French Revolution, the Franco-Prussian War, and Franco-German rapprochement after 1945. Arguing that phenomena that are often seen as genuinely ‘national’ evolutions, such as German nationalism or the French system of primary education, cannot be understood without taking into account the reception and emulation of norms from across the Rhine, the book should help students and scholars to overcome the limits of methodological nationalism when studying bilateral relationships, in the Franco-German context and elsewhere.

It is by no means the only one, however, as many German publicists, desirous of throwing upon France the burden of forcing a continuation of hostilities, would have us believe. Germany will cling to Alsace-Lorraine to the last. The present Kaiser said in 1888: "It is my opinion... that we would rather leave our eighteen army corps and our forty-two million inhabitants dead upon the field of battle than give up a single stone of the land conquered by my father and Prince Frederick Charles." From this pronouncement of 1888 to the famous "Never!" of Von Kuhlman, uttered a few months ago, German sentiment has never wavered: Alsace and Lorraine form the Reichsland, the Land of the Empire, and such they must remain. National Identities in France explores nationalism, national identities, and the various ways in which these concepts are accepted, adapted, discarded, or internally disputed across ideological divides. The popular assumption that automatically regards nationalism as a largely right-wing concern, occludes the many ways in which nationalism and national identities have contributed to social imagination and political or literary discourses across the right-left spectrum. The critical grounds on which such reflections are undertaken are rich and varied. The idea of invented traditions has long suggested how such a thing as the modernnation-state could vest itself in the creatively assembled robes of a dim and distant past. In plotting the ground on which nationalisms are located, previous studies have shown, among other things, the uses and limitations of the distinction of ethnic and civic nationalism. Studies on national development reveal the imitative process that brought about nation building in former colonies of the Western powers. Each chapter asks important questions concerning nationalism and national identities in relation to France. With nationalism, apparently stable distinctions collapse under the pressure of French national identity. The signs are that French national identities and nationalisms are in a constant state of reinvention and negotiation, of periodic crisis and constant rebirth. If political classes attempt to manipulate national identity for some larger project, they have no monopoly on the social imaginary. National mobilization is a multiple and polysemic process, not a univocal and rigid ideology.

Aerial Propaganda and the Wartime Occupation of France, 1914-1918 explores the combined role played by the French and British Governments and Armies in creating and distributing millions of aerial newspapers and leaflets aimed at the French population trapped behind German lines. Drawing on extensive research and French, German and British primary sources, the book highlights a previously unknown aspect of psychological warfare that challenges the established interpretation that the occupied populations lived in a state of total isolation and that the Allied governments had no desire to provide them with morale support. Instead a very different picture emerges from this study, which demonstrates that aerial propaganda not only played a fundamental role in raising morale in the occupied territories but also fuelled resistance and clandestine publications. This book demonstrates that the existing historiographical portrayal of the occupied civilian as an uninformed victim must be replaced by a more nuanced interpretation.
