As the world’s only superpower, America’s foreign policy inevitably has a major impact Ð be it positive or negative - on contemporary international affairs. Since the terrorist attacks of 9/11, George W. Bush’s decision to move away from multilateral decision-making toward a more aggressive, pre-emptive style of foreign policy attracted widespread debate, and criticism, throughout the world. Reversing direction, the Barack Obama presidency is placing greater emphasis on constructive or peaceful engagement within multilateral frameworks, relying on special envoys to deal with some of the thorniest problems. In this book, Paul Viotti explores American foreign policy from the founding of the republic in the late 18th Century to the present day. Part 1 examines the broad policy options available to the US government: namely, peaceful engagement, containment through deterrence or coercive diplomacy, and armed intervention. Part 2 looks at the American experience in foreign policy. By exploring early precedents and elite practices, the moralism of American exceptionalism as well as the roots of an expansionist American foreign policy, the discussion draws out the continuities running from the 18th century to the present. Part 3 concludes with an analysis of the politics of interest on the Potomac with analysis of the interplay of contending policy elites, factions and parties influencing foreign policy making today. Assessing alternatives, the author concludes that even though containment and armed intervention will remain part of the way the United States conducts its foreign policy, diplomatic engagement options are the most promising course of action for the coming decades.

The U.S. role in the world refers to the overall character, purpose, or direction of U.S. participation in international affairs and the country's overall relationship to the rest of the world. The U.S. role in the world can be viewed as establishing the overall context or framework for U.S. policymakers for developing, implementing, and measuring the success of U.S. policies and actions on specific international issues, and for foreign countries or other observers for interpreting and understanding U.S. actions on the world stage. While descriptions of the U.S. role in the world since the end of World War II vary in their specifics, it can be described in general terms as consisting of four key elements: global leadership; defense and promotion of the liberal international order; defense and promotion of freedom, democracy, and human rights; and prevention of the emergence of regional hegemons in Eurasia. The issue for Congress is whether the U.S. role in the world is changing, and if so, what implications this might have for the United States and the world. A change in the U.S. role could have significant and even profound effects on U.S. security, freedom, and prosperity. It could significantly affect U.S. policy in areas such as relations with allies and other countries, defense plans and programs, trade and international finance, foreign assistance, and human rights. Some observers, particularly critics of the Trump Administration, argue that under the Trump Administration, the United States is substantially changing the U.S. role in the world. Other observers, particularly supporters of the Trump Administration, while acknowledging that the Trump Administration has changed U.S. foreign policy in a number of areas compared to policies pursued by the Obama Administration, argue that under the Trump Administration, there has been less change and more continuity regarding the U.S. role in the world. Some observers who assess that the United States under the Trump Administration is substantially changing the U.S. role in the world-particularly critics of the Trump Administration, and also some who were critical of the Obama Administration-view the implications of that change as undesirable. They view the change as an unnecessary retreat from U.S. global leadership and a gratuitous discarding of long-held U.S. values, and judge it to be an unforced error of immense proportions-a needless and self-defeating squandering of something of great value to the United States that the United States had worked to build and maintain for 70 years. Other observers who assess that there has been a change in the U.S. role in the world in recent years-particularly supporters of the Trump Administration, but also some observers who were arguing even prior to the Trump Administration in favor of a more restrained U.S. role in the world-view the change in the U.S. role, or at least certain aspects of it, as helpful for responding to changed U.S. and global circumstances and for defending U.S. interests. Congress's decisions regarding the U.S role in the world could have significant implications for numerous policies, plans, programs, and budgets, and for the role of Congress relative to that of the executive branch in U.S. foreign policymaking.

What does China want, does it have a grand strategy to achieve it, and what should the United States do about it? In The Long Game, Rush Doshi draws from a rich base of Chinese primary sources, including decades worth of party documents, leaked materials, memoirs by party leaders, and a careful analysis of China's conduct to provide a history of China's grand strategy since the end of the Cold War. Taking readers behind the Party's closed doors, he uncovers Beijing's long, methodical game to displace America from its hegemonic position in both the East Asia regional and global orders through three sequential "strategies of displacement." Beginning in the 1980s, China focused for two decades on "hiding capabilities and biding time." After the 2008 Global Financial Crisis, it became more assertive regionally, following a policy of "actively accomplishing something." Finally, in the aftermath populist elections of 2016, China shifted to an even more aggressive strategy for undermining US hegemony, adopting the phrase "great changes unseen in century." After charting how China's long game has evolved, Doshi offers a comprehensive yet asymmetric plan for an effective US response. Ironically, his proposed approach takes a page from Beijing's own strategic playbook to undermine China's ambitions and strengthen American order without competing dollar-for-dollar, ship-for-ship, or loan-for-loan.

In 1952, Frank L. Klingberg's article on introvert and extrovert American foreign policy moods projected an American turn toward introversion in the late 1960s. After this came to pass, Jack Holmes began to develop a theory of how these moods might work in a more specific sense. His mood/interest theory points to a basic conflict between politico-military interests and the foreign policy moods of the American electorate. Holmes presents a pioneering account of the over-whelming impact of public moods on foreign policy. Policy-making structures, executive-legislative relations, presidential personality, pragmatism, moralism, elitism, conservatism, international economics, and humanitarianism are related to the mood/interest pattern. Major points are illustrated with examples from 1776 to the present. Holmes's analysis indicates that American moods are continuing unabated according to past patterns, so that American foreign policy may undergo some surprising changes in the next decade. One of the author's hopes is that emphasis on the importance of national moods will help avoid future extremes. This book is bold in its assertions and points to major problems in the analysis of American foreign policy. Whether or not the reader agrees with the entire analysis, he or she will be challenged to think about American foreign policy in new and perhaps revealing ways.
