In May 1937, seventy thousand workers walked off their jobs at four large steel companies known collectively as “Little Steel.” The strikers sought to make the companies retreat from decades of antiunion repression, abide by the newly enacted federal labor law, and recognize their union. For two months a grinding struggle unfolded, punctuated by bloody clashes in which police, company agents, and National Guardsmen ruthlessly beat and shot unionists. At least sixteen died and hundreds more were injured before the strike ended in failure. The violence and brutality of the Little Steel Strike became legendary. In many ways it was the last great strike in modern America. Traditionally the Little Steel Strike has been understood as a modest setback for steel workers, one that actually confirmed the potency of New Deal reforms and did little to impede the progress of the labor movement. However, The Last Great Strike tells a different story about the conflict and its significance for unions and labor rights. More than any other strike, it laid bare the contradictions of the industrial labor movement, the resilience of corporate power, and the limits of New Deal liberalism at a crucial time in American history.

Excerpt from Trades' Unions and Strikes: Their Philosophy and Intention With due respect for Mr. Black, who doubtless was actuated by a sincere desire to promote what he believed to be the true interests of the working classes, we think, if, instead of puzzling himself and his readers by elaborately explaining the above propositions, which nobody is likely to dispute, and which are, in their enunciation, like that of two and two making four, already at their plainest terms, he had endeavoured to show how it was that these things, which almost everybody knows, failed to convince the working classes that Trades' Unions are unnecessary, and Strikes always pernicious, and shown how they were in error he would then have conferred a real benefit on the working classes. It is a great mistake, in gentlemen of Mr. Black's position, to suppose that working men are practically ignorant of the truths of political economy. With it as a science they may be ignorant; indeed, some of them may not even know that there is such a science. But these gentlemen seem to forget that political economy is only the compilation into a code of rules the practice of all men in all ages who have bought and sold; have been engaged in commercial transactions; or in any way have made use of the principle of exchange. Every costermonger is obliged to regulate what he does in buying and selling by the law of demand and supply, which if explained to him as being a part of the science of political economy, he would be as much surprised that he had, without knowing it, been practising the scrence all his life, as the honest gentleman in the French comedy was, on his being taught com position, that he had been talking prose all his life without knowing it. Except in the innocent dulness of the latter, which would certainly not belong to the costermonger, the cases are exactly parallel. The "joint costs" model states that the incentive to strike is inversely related to the total costs associated with workers' and firms' strike activities. Not only has this model been tested with mixed results, but also the joint costs model is problematic in explaining several stylized facts in the strike literature because higher strike costs do not always yield a lower incidence of strike activity. This paper illustrates how the joint cost model can yield these counterintuitive results. It shows that strike incidence need not decrease when joint strike costs increase. The innovation is to raise union and firm joint strike costs in an asymmetric way. Increasing a particular side's strike costs necessarily decreases its incentive to strike. However, in response, the other side's incentive can increase, since under a number of circumstances it holds out with a higher probability in order to collect the relatively larger expected rents coming about because the other side's implicit threat point decreases. To illustrate this, we model contract negotiations as a simple one-period game. (No need for more complex repeated games such as attrition since our point is only to show as simply as possible why the joint-costs model yields ambiguous results.) We use standard Hicksian concession curves to derive a payoff matrix. The payoff matrix results in contract negotiations following along the lines of a "game of chicken". The solution to the game yields no one stable pure Nash-equilibrium strategy, but instead a mixed strategy so that choices become probabilistic depending upon union and firm concession curve parameters. The results indicate that increasing either party's strike costs can have ambiguous effects on strike incidence. This ambiguity may explain why higher strike costs need not always lead to fewer strikes, and thus may account for the mixed success observed in studies that empirically test the joint costs model with strike incidence data. Although couched in terms of strikes, the results are equally applicable to other negotiation situations.
