Russia is a great country—both in terms of size and its achievements. It is the largest country in the world and, perhaps, the richest one as well, if one counts all its natural resources combined. The Russian population is well educated and its sciences and technology are quite advanced. It is also a country with political, legal, and economic systems similar to those in Western Europe and North America. What then prevents it from joining the community of Western democratic societies? What makes it always slide back into the habitual mode of authoritarianism, nationalism, and permeating corruption even when formal democratic institutions and structures are installed? Why does it stubbornly resist any attempts to promote democracy and liberalism? Is it because some curse hangs over the country and it always ends up in the hands of a bad government? The author of this book is convinced that the Russian government is just a derivative of the entire population—the entire culture. The book is thus devoted to Russian culture in comparison with Western cultures and the United States in particular. The author begins this juxtaposition at the dawn of Russian history—the Christianization of Russia in the late tenth century. Religion played a tremendous role in shaping Russian tradition from the tenth through the seventeenth centuries. Choosing Greek Orthodoxy Russia made the first and decisive step away from Western Christianity inheriting the Byzantine kind of authoritarianism and banning not only the religious doctrine but also all knowledge coming from the West including Latin. The author also demonstrates how serfdom and the agricultural commune, which lasted virtually into the twentieth century, fostered the culture of collectivism, nationalism, and legal nihilism. The book’s last part explores the psychology of Russian perceptions of the United States—a crucial factor in the relationships between the two countries. Russian culture, the author contends, persists due to inculcating children during the early childhood socialization, thus passing values and myths from generation to generation. This book represents a truly interdisciplinary project employing ideas and research results from such disciplines as cultural and psychological anthropology, social psychology, psychology of child development, sociology, semiology, law, and history of Russia and Russian religion.

"Presidents George Bush and Vladimir Putin will hold a summit at the end of September that will focus on economic and other ties between the United States and Russia. The two presidents have long recognized the central position of energy in our bilateral relations, and in that sphere, nothing is as critical as oil. Today Russia may again be the largest oil exporter in the world, but very little yet comes to the United States. Russia's oil industry is dominated by rich and aggressive young private companies. Generally, they are eager to deal with foreigners, but despite significant state reforms they often are still inhibited by a dilapidated, state-controlled delivery system and a residue of traditional thinking and institutions. Many of Russia's as-yet-unresolved post-Soviet prob-lems exploded in mid-2003 when the prosecutor general's office attacked Yukos, the country's most modernized, productive and pro-American private oil company. Thus even as Washington and American oil industry leaders actively sought alternatives to unstable sources in the Middle East, Africa and Latin America, basic questions re-emerged in Russia about the privatizations of the 1990s, the security of private property, the mixing of law and politics, and the exercise of power in the Kremlin. Today Russians, with the support of American and European allies, must create conditions that will welcome the foreign funds, technology, and expertise needed to develop the critical oil industry but also to lay foundations of law and infrastructure that will help make Russia a stable member of the world community. Americans must decide how much involvement Russia can constructively absorb to promote not only short-term oil supplies but also long-term Russian development and broader U.S. foreign policy goals. Finally, the critical long-term lesson of 9/11 and other recent experiences for Americans is that even as we cultivate Russia as an ally and major source of oil, we must actively develop alternative sources of energy. Intellectual ideas on the international community can make important contributions to how cultures perceive one another. Yet these same ideas can also be misunderstood by other societies when they are framed in a culturally exclusive manner. In Whose World Order? Andrei P. Tsygankov examines how Russian elites engage American ideas of world order and why Russians perceive these ideas as unlikely to promote a just or stable international system. Tsygankov focuses on Francis Fukuyama's "end of history" thesis, which argues for the global ascendancy of Western-style market democracy, and Samuel Huntington's "clash of civilizations," which drew attention to what Huntington perceived to be an increasingly dominant global disorder. Tsygankov argues that Russian intellectuals received the ideas of these two prominent American scholars critically. Despite Huntington's and Fukuyama's intentions to contribute to the development of freedom and stability in the world, Russians viewed their theories at best as limitations to social and cross-cultural creativity and at worst as justification for a war-mongering, West-centered global dictatorship. Tsygankov traces the reasons for Russian perceptions to the ethnocentric nature of the two sets of ideas and the inability of their authors to fully appreciate Russia's distinctive historical, geopolitical, and institutional perspectives. Throughout this rich study Tsygankov points to the need for scholars to study cultural perceptions in world politics as a means of eliminating some of the obstacles that stand in the way of a truly global society. He also raises the issue of whether or not intellectuals should accept moral responsibility for the ideas they produce and what implications this may have for international relations theory. This important book recommends several ways in which ethnocentric bias can be overcome to move toward embracing the development of various communitarian projects in international relations. With its novel approach and perspective, Whose World Order? is certain to be widely discussed.
