Excerpt from America's New Possessions and Spheres of Influence Many of the lands described in this book I have visited as a newspaper and magazine correspondent, and a traveler, or both, more especially the islands coming under the head of the West Indies, Mexico, the Pacific Isles, and the Asian mainland. To a certain extent my opinions are unavoidably colored by my im pressions. I find that although my reason tells me that the temperate zone affords the best environment for the individual and the race, my feelings are strongly in favor of the tropical countries. The hottest equatorial summer is pure delight compared with the New England winter, an Atlantic coast blizzard, or a heavy thaw in New York City. So far as health is concerned, the tropics have no terrors to people who observe hygienic laws, and who live in Rome as the Romans do. The perception of Europeans of the world and of the peoples beyond Europe has become in recent years the subject of intense scholarly interest and heated debate both in and outside the academy. So, too, has the concern with how it was that those peoples who were variously ’discovered’, and then, as often as not, colonised, understood the strangers in their midst. This volume attempts to cover both these topics, as well as to provide a number of crucial articles on the difficulties faced by modern historians in understanding the complex, relationship between ’them’ and ’us’. Inevitably such relationships not only changed over time, they also varied greatly from culture to culture. The articles, therefore cover most of the areas with which the European world came into contact from the earliest Portuguese incursions into Africa in the mid fifteenth century until the explorations of Cook and Bougainville in the Pacific in the late eighteenth. It ranges, too, from Brazil to Russia, from Tahiti to China.

My purpose in the following pages has been to analyze, so far as the fragmentary sources permit, the precise influences that urged the Roman republic toward territorial expansion. Imperialism, as we now use the word, is generally assumed to be the national expression of the individual's "will to live." If this were always true, a simple axiom would suffice to explain every story of conquest. I venture to believe, however, that such an axiom is too frequently assumed, particularly in historical works that issue from the continent, where the overcrowding of population threatens to deprive the individual of his means of subsistance unless the united nation makes for itself "a place in the sunlight." Old-world political traditions also have taught historians to accept territorial expansion as a matter of course. For hundreds of years the church, claiming universal dominion, proclaimed the doctrine of world-empire; the monarchs of the Holy Roman Empire and of France reached out for the inheritance of ancient Rome; the dynastic families, which could hold their own in a period of such doctrine only by the possession of strong armies, naturally employed those armies in wars of expansion. It is not surprising, therefore, that continental writers, at least, should assume that the desire to possess must somehow have been the mainspring of action whether in the Spanish-American war or the Punic wars of Rome...

Excerpt from The Secret of Progress Buckle1 regarded it as clear that militarism and high intellectual development were not compatible: till recently, many people were prepared to believe that warfare was alien to the interest of civilised peoples and could only occur among half civilised or backward races. But this war has shown that these hopes were vain, and that the last result of civilisation was not to render war impossible, but to give the means of carrying it out on a vastly extended scale. The increase of knowledge and of power over nature, and the sense of the benefits of intercourse and inter-communication have not sufficed to give us any immunity from war. “A brilliant book on foreign affairs.”—Adolf A. Berle Jr., New York Times Book Review This incisive interpretation of American foreign policy ranks as a classic in American thought. First published in 1959, the book offered an analysis of the wellsprings of American foreign policy that shed light on the tensions of the Cold War and the deeper impulses leading to the American intervention in Vietnam. William Appleman Williams brilliantly explores the ways in which ideology and political economy intertwined over time to propel American expansion and empire in the nineteenth and twentieth centuries. The powerful relevance of Williams’s interpretation to world politics has only been strengthened by recent events in Central Asia and the Persian Gulf. Williams allows us to see that the interests and beliefs that once sent American troops into Texas and California, or Latin America and East Asia, also propelled American forces into Iraq.
