It is proposed, first, to trace the manner in which the closed-shop rule developed among the early trade societies in America, and to disclose the motives which led to its incorporation into trade-union policy. Secondly, the history of the closed-shop movement will be set forth. The relative importance attached to the enforcement of the closed shop at various stages in our industrial development and the efforts which employers have made to check its operation will be shown. Next, the forms of the closed shop as they exist in various unions will be described. This analysis will make clear what the closed shop is and how far exclusion from employment is involved in its working. The manner in which the closed shop is established and the methods by which it is enforced will then engage our attention. When the closed shop has thus been described in detail, it will be possible in succeeding chapters to study its value as a trade-union device and its economic import. Excerpt from Unemployment and American Trade Unions The New York Department of Labor has collected since March, 1897, statistics of unemployment among the trade unionists of that State. From 1897 to 1914 it collected semi annually, from all the trade unions, information as to the number of members employed and unemployed on the last working days of March and September, the causes of such unemployment, the number of members idle throughout the first and third quarters of the year, and the number of days which each member worked during these periods. The supply of this information was made compulsory by law. Since December, 1901, the New York Department has selected certain local unions in each trade and industry from which it has secured monthly returns as to unemployment. It has attempted to select local unions which have reliable and intelligent secretaries, to have each trade represented in proportion to the number of workmen engaged in each class, and to maintain the same proportionate representation from month to month so that the data may 'be comparable. Only since about 1880 has there been any considerable increase in such activities. Prior to that time the national unions with few exceptions paid no benefits}l The local unions, here and there, developed beneficiary sys tems, but these were not continuous nor, in many cases, important. The history Of trade - union beneficiary activities in the United States may be roughly divided into three periods. In the first, extending from the beginning Of the century to about 1830, the local associations laid great stress on their beneficiary functions. The societies of printers organized from 1794 to 1815 in the most important American cities were typical of the period. In all of them, as far as the extant records show, the beneficiary functions were regarded as equally important with the trade-regulating activities. American trade unionism owed its origin as much to the desire to associate for mutual insurance as to the desire to establish trade rules.
