There are hundreds of excellent books about democracy, written by well-educated, intelligent people from all corners of our political life. One, however, is missing and that is the one that focuses on how Americans are living in this democracy and why democracy has lost its meaning for many of us. We find ourselves deeply disappointed in our country and our culture. The goal of this book is to make visible the current disenchantment and disappointment of people. Millions upon millions of people have died in the name of democracy and its universal values. What happened? What changed? Why should we fight to keep it alive if democracy has lost its core and universal values? In our current state of affairs, we find it defined more and more by radical feminists, sexualists, radical racists, ultra-minority, super-conglos. The fact is, many of us no longer even recognize ourselves in our own country! This book explores concerns the Democrats, and the Progressive Liberals' ideologies and how the ideas which they have come to represent have weakened our dear democracy. What happened to the liberal and progressive ideas of universal education, for instance? Why has the general level of education of the American people gone down for the last thirty years, when it had, up until that time progressed since the beginning of the republic? Why are we getting poorer? Why all that pandering to trend-of-the-moment causes? We attempt to answer these basic questions: Who destroyed our values? Why have those values been destroyed? Who has benefited from these changes? This book started out to be an attempt to formulate a theory of political organization. While the emphasis has shifted somewhat in the course of the writing, it is still a book about political organization, an attempt to work out a theory about the relation between organization and conflict, the relation between political organization and democracy, and the organizational alternatives open to the American people. The assumption made throughout is that the nature of political organization depends on the conflicts exploited in the political system, which ultimately is what politics is about. The thesis is that we shall never understand politics unless we know what the struggle is about. The great problem in American politics is: What makes things happen? We might understand the dynamics of American politics if we knew what is going on when things are happening. What is the process of change? What does change look like? The activist state of the New Deal started forming decades before the FDR administration, demonstrating the deep roots of energetic government in America. In the period between the Civil War and the New Deal, American governance was transformed, with momentous implications for social and economic life. A series of legal reforms gradually brought an end to nineteenth-century traditions of local self-government and associative citizenship, replacing them with positive statecraft: governmental activism intended to change how Americans lived and worked through legislation, regulation, and public administration. The last time American public life had been so thoroughly altered was in the late eighteenth century, at the founding and in the years immediately following. William J. Novak shows how Americans translated new conceptions of citizenship, social welfare, and economic democracy into demands for law and policy that delivered public services and vindicated peopleÕs rights. Over the course of decades, Americans progressively discarded earlier understandings of the reach and responsibilities of government and embraced the idea that legislators and administrators in Washington could tackle economic regulation and social-welfare problems. As citizens witnessed the successes of an energetic, interventionist state, they demanded more of the same, calling on politicians and civil servants to address unfair competition and labor exploitation, form public utilities, and reform police power. Arguing against the myth that America was a weak state until the New Deal, New Democracy traces a steadily aggrandizing authority well before the Roosevelt years. The United States was flexing power domestically and intervening on behalf of redistributive goals for far longer than is commonly recognized, putting the lie to libertarian claims that the New Deal was an aberration in American history.
