This classic text, originally published in 1948, is a study of the public administration movement from the viewpoint of political theory and the history of ideas. It seeks to review and analyze the theoretical element in administrative writings and to present the development of the public administration movement as a chapter in the history of American political thought. The objectives of The Administrative State are to assist students of administration to view their subject in historical perspective and to appraise the theoretical content of their literature. It is also hoped that this book may assist students of American culture by illuminating an important development of the first half of the twentieth century. It thus should serve political scientists whose interests lie in the field of public administration or in the study of bureaucracy as a political issue; the public administrator interested in the philosophic background of his service; and the historian who seeks an understanding of major governmental developments. This study, now with a new introduction by public policy and administration scholar Hugh Miller, is based upon the various books, articles, pamphlets, reports, and records that make up the literature of public administration, and documents the political response to the modern world that Graham Wallas named the Great Society. It will be of lasting interest to students of political science, government, and American history.

Excerpt from Principles of American State Administration It has often been remarked that, in recent times, constitu tional questions, which formerly held the front of the stage, have moved to the background, and problems of administration have become increasingly more prominent and urgent. Public attention is today being directed to the administrative side of government to a greater extent than ever before. It is now realized that efficient administration, formerly considered more appropriate to monarchical governments, is no less essen tial to a democratic government and is, indeed, intimately con nected with the furtherance of true democracy. Acquaintance with the administrative activities of the American state gov ernments is of peculiar importance to every citizen of the forty-eight commonwealths, since they constantly afiect his life and well-being at manifold and vital points. State fiscal decisions have a significant impact on the US economy. Taken together, subnational governments employ more than one out of every eight workers and provide the bulk of all basic governmental services consumed by individuals and businesses. Sustaining the States: The Fiscal Viability of American State Governments will give you a basic understanding of trends in, current status of, and future prospects for the fiscal sustainability of state governments. After reading this book, you should have a great appreciation for the reach and multiple contributions of state governments to individuals and communities across the nation. The book examines the broad range and depth of state revenues, responsibilities, and activities. It begins with an assessment of executive budgeting in the states, then presents the experiences of states with strong executive-driven systems and the various rules and institutions that impact state government budget discipline. The book goes on to examine state revenue sources, debt, pensions, and spending, honing in on vital state functions including education, transportation, health services and public safety. It concludes with an assessment of the challenges that will test the fiscal vibrancy of US state governments going forward: vulnerability to future economic downturns, growing dependence on an increasingly austere federal government, the obsolescence of state tax systems and an ever more coercive system of federalism. Edited by experts, with a hand-picked panel of contributors, the book delineates the resources that states generate and use to conduct the business of government. The chapters outline the very real and significant constraints on the ability of the states to fulfill their responsibilities and introduce several challenges that state governments face and are actively addressing as they strive for fiscal sustainability. These features provide a clear, realistic understanding of state operations and financing in the United States, today. The book should also leave you with a sense of optimism for the capacity of state governments to advance forward.

The Rise Of The States written by Jon C. Teaford and has been published by JHU Press this book supported file pdf, txt, epub, kindle and other format this book has been release on 2002-05-03 with History categories.

In The Rise of the States, noted urban historian Jon C. Teaford explores the development of state government in the United States from the end of the nineteenth century to the so-called renaissance of states at the end of the twentieth. Arguing that state governments were not lethargic backwaters that suddenly stirred to life in the 1980s, Teaford shows instead how state governments were continually adapting and expanding throughout the past century. While previous historical scholarship focused on the states, if at all, as retrograde relics of simpler times, Teaford describes how states actively assumed new responsibilities, developed new sources of revenue, and created new institutions. Teaford examines the evolution of the structure, function, and finances of state government during the Progressive Era, the 1920s, the Great Depression, the post–World War II years, and the post–reapportionment era beginning in the late 1960s. State governments, he explains, played an active role not only in the creation, governance, and management of the political units that made up the state but also in dealing with the growth of business, industries, and education. Not all states chose the same solutions to common problems. For Teaford, the diversity of responses points to the growing vitality and maturity of state governments as the twentieth century unfolded.

The Principles Of The Administrative Law Of The United States written by Frank Johnson Goodnow and has been published by The Lawbook Exchange, Ltd. this book supported file pdf, txt, epub, kindle and other format this book has been release on 2003 with Administrative law categories.

THE DISTINCTION BETWEEN "POLITICS" AND "ADMINISTRATION" According to Goodnow, politics is concerned with policy and other expressions of state will. Administration is concerned with the faithful execution of enacted legislation. He observes that administration has a tendency to overstep this boundary and concedes that politics must therefore monitor administration to keep it in line with the state's will. Reprint of first edition. "From both the legal and historical standpoint the book contains many things that are richly suggestive. There is very little in our legal or political literature so penetrating as for example the exposition of the effects of confinement of the principle of separation of powers to the central government. (...) It is not written for the legal profession directly, but to those lawyers who seek more than a working tool in their profession, a true appraisement of the administrative law, it will appeal. The writing of such a work moreover is a signal public service." --6 Columbia Law Review (1906) 133 While a member of the Columbia faculty, FRANK J. GOODNOW [1859-1939] was the first individual in the United States to hold a professorship in administrative law. He became the first president of the American Political Science Association, which offers an annual award in his name, and was president of Johns Hopkins University from 1915-1929.

Excerpt from State Government in the United States State government in the United States is a subject on which many books might be written. This book is designed to furnish a critical analysis of the principles of state government in the United States. Beginning with a statement of the principles upon which the governments of the original states were estab lished, it explains how the original forms of government have developed in response to changing conditions, how the present state governments are meeting present needs, and concludes with a brief consideration of some of the contemporary plans for further reform. Why should we change our form of gov ernment? Has the time come for discarding the eighteenth century doctrine of the division of powers? These are some of the more fundamental questions to which the book attempts to give an answer. But the book is not solely concerned with the political philosophy of American state government. It also treats of the more practical problems arising out of the growth of the functions of the modern state and the increase of its administrative activities.
