Less than a year after the United States entered the Second World War, Nicholas Spykman wrote a book that placed the war effort in the broader context of the 1940s global balance of power. In America's Strategy in World Politics, Spykman examined world politics from a realist geopolitical perspective. The United States, he explained, was fighting for its very survival as an independent country because the conquests of Germany and Japan raised the specter of our geopolitical encirclement by hostile forces controlling the power centers of Europe, the Middle East, and East Asia. Spykman warned that the United States could not safely retreat to a defensive position in the Western Hemisphere. Spykman looked beyond the immediate strategic requirements of the Second World War, envisioning a postwar world in which the United States would help shape the global balance of power to meet its security needs. Even though Soviet Russia was our wartime ally, Spykman recognized that a geopolitically unbalanced Soviet Union could threaten to upset the postwar balance of power and thereby endanger U.S. security. Spykman also foresaw the rise of China in postwar Asia, and the likely need for the United States to ally itself with Japan to balance China's power. He also recognized that the Middle East would play a pivotal role in the postwar world. Spykman influenced American postwar statesmen and strategists. During the Cold War, the U.S. sought to deny the Soviet Union political control of Western Europe, the Middle East, and East Asia. Spykman's geopolitical vision of U.S. security, supported by a balanced Eurasian land mass, coupled with his focus on power as the governing force in international relations, makes America's Strategy in World Politics relevant to the twenty-first century.

The present volume, and its successor, depict a massive achievement: the performance by the Army of the task of effecting the orderly assembly, movement, and delivery of great masses of men and materiel throughout the world to meet not only American requirements but also those of the other nations fighting the Axis. The authors show how the demands of this task affected American strategy and how it reacted on the shape and mission of the Army. These volumes present the outlook of the War Department as a whole on this task, rather than that of any one agency or command of the Army. Two other volumes in the same subseries will deal with the Army's procurement of munitions and supplies from that standpoint. The rest of the logistical story will be told in volumes on the Army Service Forces, the seven technical services, and the theaters of operations. Logistical tasks account in large measure for the enormous administrative machinery that the Army developed in the course of the war. Its development, though not a complete surprise, exceeded all anticipations. The demand for service troops seemed insatiable and required repeated revisions of the troop basis. With this went a "proliferation of overhead" in the form of complex controls and higher headquarters that ate up officers needed for the training and leading of fighting troops, drew into the service a multitude of specialists, and confused the chain of command. The trend ran counter to the traditional American belief that the overriding mission of the Army is to fight, a conviction so deep that some commanders, like General McNair, fought to keep the Army lean and simple. In World War II they lost this fight."

Chronicling the most ambitious airlift in history . . . Carried out over arguably the world’s most rugged terrain, in its most inhospitable weather system, and under the constant threat of enemy attack, the trans-Himalayan airlift of World War II delivered nearly 740,000 tons of cargo to China, making it possible for Chinese forces to wage war against Japan. With the collapse of France in 1940, American (US) and British (UK) leadership became keenly aware that the continued security of their nations required the defeat of the Axis powers, particularly Germany. The Allies chose a strategy utilizing a combination of various military actions, most notably a combined bomber offensive (CBO). The CBO would be carried out through a combination of US daylight precision and UK night area bombing. The purpose of this paper is to show why the Allies chose this strategy and evaluate its success. To accomplish this task, the paper will first describe the events that brought about the conflict and the strategy. Crowl’s Questions are used as a framework to analyze the factors that influence strategy development and adoption and will illustrate why Allied leaders chose this path. This is followed by a detailed description of the campaign. The principles of war (mass, objective, offensive, maneuver, surprise, security, simplicity, unity of command, and economy of force) are accepted as proven methods for employing forces in combat and are used to evaluate the CBO’s effectiveness The paper closes with a summary of the findings and doctrinal implications. The paper will show the Allies adopted US daylight precision and UK night area bombing based on leadership’s belief that it could most effectively reduce Germany’s means of war and hasten its earliest possible defeat. The Allies successfully achieved this objective primarily through adherence to the principles of mass, objective, offensive, and maneuver.

" How the United States helped restore a Europe battered by World War II and created the foundation for the postwar international order Seventy years ago, in the wake of World War II, the United States did something almost unprecedented in world history: It launched and paid for an economic aid plan to restore a continent reeling from war. The European Recovery Plan—better known as the Marshall Plan, after chief advocate Secretary of State George C. Marshall—was in part an act of charity but primarily an act of self-interest, intended to prevent postwar Western Europe from succumbing to communism. By speeding the recovery of Europe and establishing the basis for NATO and diplomatic alliances that endure to this day, it became one of the most successful U.S. government programs ever. The Brookings Institution played an important role in the adoption of the Marshall Plan. At the request of Arthur Vandenberg, chairman of the Senate Foreign Relations Committee, Brookings scholars analyzed the plan, including the specifics of how it could be implemented.
