Bushs ihrem Ende zu geht, noch immer aus. Wird Amerika seine Macht unter einem neuen Prasidenten weiterhin im Rahmen eines globalen Krieges gegen den Terror einsetzen? Werden regime change, preventive war und gewaltsame Demokratisierung auch in der Zukunft eine Rolle spielen? George W. Bush hat die Macht der USA ein Stuck weit von den Fesseln internationaler Abkommen befreit, in welche sie durch seine Vorganger so sorgsam eingebunden worden war. Den Angriff auf Amerika als Rechtfertigung herbeiziehend, hat er fur die Nation die Freiheit durchgesetzt, die im unilateralen Handeln liegt. Obwohl er diesen Kurs aufgrund seiner immensen politischen, finanziellen und menschlichen Kosten nicht konsequent weitergefuhrt hat, ist die amerikanische Macht fur die internationale Gemeinschaft unberechenbar geworden. Warum hat die Bush- Administration diesen Weg gewahlt? Und auf welcher Grundlage basierte ihre Strategie? Seit dem 11. September haben sich die Gegebenheiten im internationalen System geandert. Es sind neue Gefahren aufgetaucht, und die USA haben eine neue Handlungsweise vorgeschlagen. Es wird allgemein angenommen, dass die amerikanische Strategie auf neokonservativem Gedankengut beruht. Dabei reichen die Thesen von einer neokonservativen Verschworung bis hin zu der Meinung, kein Mitglied der Bush- Regierung sei im eigentlichen Sinne neokonservativ.
