No talents, and no virtues, are thought fu icient to qualify a man for the office of an Englifh fenator, without the polfeffion of a cer tain degree of property. If pofieifed of that pro' perry, though defiitute of common honefiy, and with an underf'tanding very little removed above that of an idiot, he may be returned to parliament. As the Qralification laws now (land, if andrew marvell were living, he could not be elee'ted a reprefentative of the meanef't borough. His knowledge, his elo quence, his integrity, would not be thought proper or fu icient qualifications, without the poffe ion of that degree of fortune which the prefent laws have prefcribed, and which he undoubtedly did not pofi'efs.
