This study of the integration of East and West German education following the collapse of the German Democratic Republic in 1989 focuses on policy formation and implementation during this period of great social and political turbulence. It is the result of a research project undertaken shortly after the unification. The authors lived in East Germany for a full year, looking carefully at individual schools, vocational training centers, teacher colleges, and universities. The book considers questions of how education policy is successfully formulated, conditions in which that policy is implemented and the consequences of the implemented educational reform. The first chapters present the context and history of German education and the later chapters discuss the unification and the formation of the new school laws and the successes and failures. The authors' research shows that even before the unification East Germans had already opted for a system consistent with West German education law. However, the West Germans disregarded these changes and imposed their own version of reform on East Germany. The German situation at this time is of great interest to all educators, particularly students of educational policy making, as well as researchers in political science, economics, and sociology.

This study breaks new ground in examining how political factors helped lead three countries with highly regarded education systems to evolve quite different structures and processes in their secondary and higher education sectors. Their educational "ladders" are disparate because the techniques and timing for selecting students for further educational opportunities vary both among the three nations, and within the German and Swiss federal systems. The comparative analysis seeks to place the Japanese trajectory with reference to European developments, and to account for some of its unique aspects. Building on an extensive record of publication on comparative education policies and welfare state development, Heidenheimer places special emphasis on exploring the network of relationships between the various levels of the educational system and tiers of government.Following a strategy of integrated comparative analysis, the various national school and university types are directly compared as to their permeability, nature of administrative supervision, curricula, and examination practices. Contrasting the ways in which political parties and bureaucracies have made and adapted policies helps clarify how and why specific innovations became political issues, at the national and regional levels. Through close contextual case analysis, the study probes why, despite great differences hi political institutions, some secondary school policies became especially embattled in all three countries.Heidenheimer explains why the German Lander have maintained a monopoly in the university sector, whereas in both "centralized" Japan and "decentralized" Switzerland national governments operate and finance key parts of the university sector. Also analyzed is the impact of post-unification developments on East German university expansion. Whereas many Swiss schools have no principal, German courts have ruled that principals have tenure in their jobs. This comparative treatment by a political scientist complements studies of education by sociologists and economists analyzing how differences in political institutions have helped shape some distinctive policy emphases. Based on original research and a broad command of the literature, Disparate Ladders will appeal to school administrators, educators, political scientists, social historians, sociologists, and multiculturalists.

This study investigates how young adults in vocational education perceive risk in regard to their professional futures in East Germany and the United States. It analyzes students' career aspirations and life plans in both countries and how they cope with uncertainties at the labor market. It further outlines underlying values, beliefs, and attitudes that guide young Americans and East Germans in their planning. Several theoretical frameworks ground this study and comprise the majority of the relevant literature. This cross-cultural comparative case study takes a mixed method approach using a concurrent triangulation design. The inquiry is framed by theories in the field of risk and cultural risk perception, school-to-work transition, vocational education and training, and welfare studies. In both countries, 129 students filled out a questionnaire. Additionally, narratives from nine focus groups and 29 biographical interviews were conducted. A three level analysis of the data was compiled that outlines the themes and categorizes them according to an individual, institutional, and macro-structural level of influence on risk perception in each country. Emerging premises on an individual level were choice, family and career planning concerns, geographical and occupational flexibility, further education and training, and agency. On the institutional level the influence of public career advisement institutions, teachers, parents, peers and friends was outlined. On the macro-structural level unemployment, political welfare reforms, the vocational education and training system were themes that have been of concern among the East German population. The dissertation also offers a comparative analysis of the data. This study reveals that young adults in East Germany are highly concerned about their occupational futures and tend to be pessimistic about current welfare reforms. They hold on to the idea of a standard biography and try to make strategic career plans. Their counterparts in the United States are highly optimistic about their futures, expressed little concern about labor market policies, but also appeared to be short term oriented in their life planning in order to remain flexible and mobile.
