The job evaluation system used by the Air Force was applied to a sample of positions. Judged by pay-grade conversions, evaluation scores obtained were somewhat inflated, but the evaluations discriminated between higher and lower skilled jobs. A simple average of individual ratings closely approximates the consensus ratings arrived at during two-man conferences held by the judges. This finding eliminates the reason for limiting the number of judges to the small number who can attend such meetings. By means of regression analysis it was found that factors dealing with Knowledge, Adaptability and Resourcefulness, and Attention formed one group related factors while the factors measuring Responsibility for Safety of Others, Physical Effort, and Job Conditions were related to each other. Although there was overlap within the two groups each factor had a considerable amount of unique variance.

The present study is an analysis of the Air Training Command's (ATC) field evaluation program. Data obtained from this program are used to provide feedback to the instructional system regarding how well graduates of resident courses perform in the field subsequent to graduation. Shortcomings in the present system were identified through extensive and comprehensive group interview methods. New methods of data collection and analysis were devised to increase the usability of the information gathered by ATC evaluation divisions. These methods were demonstrated in a routine evaluation of the Aircraft Electrical Systems Specialist Course, an apprentice level course taught at Chanute AFB. The demonstration was judged to be successful, and the report illustrates alternative methods of tabulating and interpreting data. It was recommended that these results be reviewed by ATC officials prior to system-wide modifications.

The ability of U.S. military forces to field new weapons systems quickly and to contain their cost growth has declined significantly over the past few decades. There are many causes including increased complexity, funding instability, bureaucracy, and more diverse user demands, but a view that is gaining more acceptance is that better systems engineering (SE) could help shorten development time. To investigate this assertion in more detail, the US Air Force asked the NRC to examine the role that SE can play during the acquisition life cycle to address root causes of program failure especially during pre-milestone A and early program phases. This book presents an assessment of the relationship between SE and program outcome; an examination of the SE workforce; and an analysis of SE functions and guidelines. The latter includes a definition of the minimum set of SE processes that need to be accounted for during project development.
