Secretary of Defense William Cohen announced on November 10, 1997 the Defense Reform Initiative (DRI) which essentially outlines a plan to mirror those business practices that American industry has successfully used to become leaner, more flexible and more competitive. The DRI calls for a reduction in DoD infrastructure by means of subjecting the positions of 120,000 civil-service personnel performing non-inherently Governmental functions to the competitive A- 76 process with private firms and other Government agencies during the next five years. The Defense Contract Management Command (DCMC) which provides central contract administration services to DoD customers, has not historically pursued outsourcing as a means to reduce costs. This thesis examines outsourcing through the A-76 process, its advantages, disadvantages and its feasibility, applicability and current use at DCMC.

This thesis investigates the extent to which the Process Oriented Contract Administration Services (PROCAS) Program at FMC's Ground Systems Division, in San Jose, California, is reducing Government oversight and increasing Government/contractor communications. This study describes how PROCAS developed in the Defense Contract Management Command, how it was integrated into FMC's Ground Systems Division and reviews the essential elements of the program. It also discusses the effects of the program on Ground Systems Division and the cognizant Defense Plant Representative Office and the program's ideal strategy. The research demonstrates that critical process improvements at Ground Systems Division were attained through the overwhelming commitment of the Ground Systems Division and the Defense Plant Representative Office. This commitment created an environment of open communication and cooperation which enabled Ground Systems Division and the Defense Plant Representative Office to shift their focus from the traditional approach of detection and correction to one of prevention and continuous improvement. The study concludes that the PROCAS Program is an effective method for improving quality and reducing costs and recommends continued support from the defense industry and the Defense Contract Management Command.

Restructuring within the Department of Defense since 1990 has forced the Defense Contract Management Command (DCMC) to reduce its staffing level from 24,000 to 14,000 employees. The Contract Administration Offices that make up DCMC have reduced from over 100 offices to only 65 offices. This study evaluates the efficiency of these Contract Administration Offices in the wake of this massive reorganization. Statistical analysis determined the most crucial inputs and outputs for use in an efficiency model. Data Envelopment Analysis (DEA) methodology identified efficient and inefficient Contract Administration Offices. Further analysis of the DEA models revealed potential improvement strategies for inefficient offices and suggests uses of the models for future personnel resource forecasting.

Defense Management Report Decision 916 resulted in the consolidation of all Service Plant Representative Offices into the newly created Defense Contract Management Command. This study focused on the impacts of this consolidation on Contract Administration support of Naval Air System Command customers. The results of surveys with Procuring Contracting Officers and Program Managers of the Naval Air Systems Command, Administrative Contracting Officers from four Defense Plant Representative Offices, and industry personnel from four defense contractor facilities are reported. It was concluded that the new Defense Plant Representative Offices are supporting the basic needs of Navy and industrial customers, but not as well as the previous Naval Plant Representative Offices had. Since the Cold War, the United States and United Kingdom (UK) armed services have undergone significant transformation in response to the radically altered threat environment, new operational demands, and reduced defense budgets. Central to this transformation in both states is an expanded role for private contractors in providing deployed support functions traditionally conducted by uniformed personnel. Despite the similar direction of military reform, the U.S. armed services' approach to battlefield outsourcing has undergone extensive public scrutiny and debate, whereas UK Ministry of Defence (MoD) initiatives have hitherto attracted comparatively little independent assessment. Close U.S.-UK military cooperation over recent years in Afghanistan and Iraq, and the likelihood that both states will remain close allies in future interventions, suggest that the UK MoD's approach to deployed contractor support is a salient issue for U.S. military planners. This monograph analyzes the MoD's outsourcing strategy and identifies those aspects of UK policy and doctrine that warrant consideration by the Department of Defense (DoD) and U.S. armed services. Evaluation of the performance of MoD outsourcing policy and doctrine against measures of cost effectiveness and operational effectiveness reveals two broad observations. The MoD has developed a number of novel command and control mechanisms that have succeeded in rationalizing and removing the risk in commercial battlefield support. But the data necessary to evaluate the real impact of deployed outsourcing have yet to enter the public domain. Similarly, questions remain about the relative cost-effectiveness of organic military provision and contractor alternatives. Comparative analysis indicates that there are no fundamental differences in overarching MoD and DoD outsourcing philosophy, but there are specific MoD initiatives that could enhance the U.S. armed services' ability to manage their deployed contractor support. 7.
