A number of important issues form the basis of this book: How can the Information Technology (IT) standardization process, leading to unified products which are needed on the market, be made more efficient? Which current IT standards are of high quality, what factors have led to that high quality, and can those factors be re-created for other IT standards? What improvements to the quality of IT standards are needed? Which organizations should be involved? What permanent changes in the IT standardization scene are necessary? At what point in the evolution of a technology is it appropriate to produce standards? Is strategic planning feasible in the current standardization approach? Diverse disciplines contributed to the findings in this book: computer scientists, standardization leaders and professionals, users and vendors, economists, auditors, software implementors, and communication specialists.

2. 1 Standards and Standardisation in IT -A General Overview The process of standardisation cannot be regarded as a simple, one dimensional activity required to lay down technical rules and guidelines, taking place in a removed world of its own. Rather, it must be considered in conjunction with the environment within which it takes place. Very different facets need to be taken into account when trying to actually understand this process. Even if we disregard social, moral and religious rules for the moment, standards -still in a very general sense -have been with us for quite some time: about 5,000 years ago the first alphabets emerged, enabling completely new forms of communication and information storage. Some 2,500 years later, the first national, coin-based currency, invented by the Lydians, established the basis for easier inter-regional and even international trading. The industrial revolution in the 18th century and, more so, the advent of the railroad in the 19th century resulted in a need for technical standards, which was once more reinforced when mass production generated a demand for interchangeable parts. In parallel, the invention of the electric telegraph in 1837 triggered the development of standards in the field of electrical communication technology. In 1865, the International Telegraph Union -to become the International Telecommunication Union (ITU) in 1932 -was founded by twenty states. The other major international standards setting body, the International Organization for Standardization (ISO), was established in 1947.

Praise for the The Executive's Guide to Information Technology "This book is important reading. It offers practical, real-world insight and pragmatic no-nonsense approaches for people who have a stake in corporate IT. " --Lynda Applegate, Henry R. Byers Professor of Business Administration, Harvard Business School "Information systems and processes are very important parts of our due diligence assessment of a company--yet the jargon is often more difficult to understand than many foreign languages. Baschab and Piot effectively translate IT into words and concepts that businesspeople can easily understand and act upon. This book is a helpful reference guide for corporate executives and private equity groups of all types." --Neal Aronson, Managing Partner, Roark Capital Group "Business success increasingly depends on effective use of IT. Effective use of IT depends on the kind of in-depth, practical insight in this book. Baschab and Piot provide a pragmatic approach to information systems investment that should be required reading for senior executives and CIOs alike." --Erik Brynjolfsson, Schussel Professor of Management, Director of the Center for Digital Business, MIT "This book should provide valuable guidance for management and technology consultants. The Executive's Guide to Information Technology provides field-proven insight on all important aspects of IT planning and execution, from governance to applications to operations and infrastructure." --Gary J. Fernandes, former vice chairman, EDS, member of the Board of Directors, Computer Associates "Baschab and Piot do a great job of laying out the fundamental issues and challenges that every IT organization faces. More often than not, the issues are not technical in nature, but are a reflection of how the IT and business teams work together to define, execute, and implement new business tools. The threshold issue is leadership. Often it is difficult for business leaders to feel that they have the skills and perspective to provide that leadership on technical projects. The Executive's Guide to Information Technology provides non-technical business leaders a solid framework for engaging with their IT peers." --Tom Nealon, Chief Information Officer, J.C. Penney

In fields as diverse as research and development, governance, and international trade, success depends on effective communication. However, limited research exists on how professionals can express themselves consistently across disciplines. Modern Trends Surrounding Information Technology Standards and Standardization within Organizations showcases the far-ranging economic and societal ramifications incited by technical standardization between individuals, organizations, disciplines, and nations. This publication serves as a valuable model for inter-disciplinary scholars, IT researchers, and professionals interested in the link between technology and social change in an increasingly networked and interconnected global society.
