During the last decades the appearance of a family has changed substantially. Not long ago a typical family consisted of an employed man and a home-managing woman living together for their whole life times, and having one or more children, which primarily were raised by the wife. Today differing living models are much more common than before. House husbands, late motherhood, and a delayed work entry of the children are some of the related phenomena, which at the same time are reasons for and consequences of the changed view on the favorite family. Not surprisingly, this change has provoked much scientific interest. In this book we present a collection of recent economic research work on the resources management and development of families and households respectively. Assorting three general topics, we focus on the time allocation within the household, the family structure and development, and the transition to work of young adults.

Patricia Morgan's core assumption is that the family is an extremely effective vehicle for raising the welfare of its members. If this is correct it is quite possible that the state can best support the family by doing very little--by not taxing the family heavily and by minimizing the subsidization of those who choose alternatives to financially self-sustaining family life. At one level, Morgan argues, the family can be seen as a unit within which there occurs enormous transfer of economic resources between husband and wife, parents and children, and, on a wider scale, within extended families. The family is the most important vehicle of welfare and the welfare vehicle of first resort. Within the family many services are provided by family members to each other, rarely for direct personal benefit. Basic economic analysis, Morgan asserts, suggests that the family could be seriously undermined if the state provided significant support for dependents who are not brought up within self-sustaining family units, and if it also provided services, such as childcare, that are generally provided within families. This work shows that this is precisely what has happened in the last twenty-five years. The driving force of significantly reduced family formation is not economic but social. Perhaps social changes have led to a desire by individuals to bring up children in family circumstances different from those of a generation or two ago, but evidence does not support this hypothesis. Rather, tax and benefit systems seem to be important determinants of family structure worldwide. Patricia Morgan does not simply analyze the problem, she also suggests policy solutions. The author argues that divorce laws should be reformed to ensure that those who make commitments are held financially responsible. The author's argument is compelling because it is backed up with strong evidence and is argued from an unemotional economic perspective--individuals within families are rational agents who respond to incentives.

Most information about the incomes of people in Britain today, such as provided by official statistics, tells us how much inequality there is or how many poor people there are in a given year and compares those numbers with the corresponding statistics from the previous year. Missing from snapshot pictures like these is information about whether the people who were poor one year are the same people who are poor the following year; and the circumstances of those with middle-income or top-income origins are not tracked over time. This book fills in the missing information. The author likens Britain's income distribution to a multi-story apartment building with the numbers of residents on the different floors corresponding to the concentration of people at different income levels in any particular year. The poorest are in the basement, the richest are in the penthouse, and the majority somewhere in between. This book assesses how much movement there is between floors, the frequency of moves, whether the distance travelled has been changing over the last two decades, and whether basement dwellers ever reach the penthouse. Using the British Household Panel Survey, which has followed and interviewed the same people annually since 1991, it documents the patterns of income mobility and poverty dynamics in Britain, shows how they have changed over the last two decades, and explores the reasons why. It draws attention to the relationships between changes in income and changes in other aspects of people's lives - not only in their jobs, earnings, benefits, and credits, but also in the households within which they live (people marry and divorce; children are born). Trends over time are also related to changes in Britain's labour market and the reforms to the tax-benefit system introduced by the Labour government in the late-1990s.
