One of the key tenets of the environmental movement is the need for greater efficiency in our use of dwindling natural resources, especially coal, natural gas, and oil. If our products are designed to be more energy efficient, so the thinking goes, our environmental impacts will be reduced and our fossil fuels will last longer. In this surprising new look at sustainability and conservation, environmentalist Steve Hallett argues that this thinking is fundamentally flawed. In fact, based on the example of coal use throughout the Industrial Revolution, more efficiency leads to more consumption, faster depletion of resources, and ultimately more stress on the planet. This is the efficiency trap. How do we avoid this trap? Hallett suggests that we focus on protecting natural resources, ecosystems, and social systems by making them more resilient. Knowing that we have reached limits to growth, we should work to decentralize energy-delivery services to give homes and communities some measure of independence. We can also build more sustainable food systems by diversifying the food-production landscape to address the vulnerabilities of the current supply chain. Efficiency does have its place in specific areas such as recycling and home insulation, but it will not work as a long-term approach to our energy dilemma. Yet recognizing the inevitable limits to our growth and the shortcomings of our current approach to addressing our dwindling resources is a necessary first step toward the establishment of sound environmental policy. This realistic appraisal of current environmental thinking will challenge environmentalists and industrialists alike.

The future of the US energy infrastructure is a major and urgent challenge for our society. This monograph was stimulated by a report of the National Academies' Committee on America's Energy Future, America's Energy Future: Technology and Transformation, Summary Edition, 2009. The report pointed out the critical but poorly understood and little explored role of societal considerations in determining the fate of national energy policies and programs. In our efforts to respond to those concerns, we have examined the thesis that the three major dimensions of the energy challenge—technology, economics, and societal—are overlapping, interactive, and inseparable; therefore, they can be understood only when considered simultaneously and discussed in terms of their interactions. Correspondingly, this monograph describes energy technologies in the context of their economic and societal contexts, energy economics in their technological and societal contexts, and the societal aspects of energy in their technological and economic contexts. The monograph then identifies social science–driven research opportunities pertaining to America’s energy challenge, with the hope that the proposed research will help not only overcome the societal barriers identified by the National Academies' report, but also harness societal forces in developing a rational energy future.

Hitting the Wall examines the combination of two intractable energy problems of our age: the peaking of global oil production and the overloading of the atmosphere with greenhouse gases. Both emerge from the overconsumption of fossil fuels and solving one problem helps solve the other. The misinformation campaign about climate change is discussed as is the role that noncarbon energy solutions can play. There are nine major components in the proposed noncarbon strategy including energy efficiency and renewable energy. Economics and realistic restraints are considered and the total carbon reduction by 2030 is evaluated, and the results show that this strategy will reduce the carbon emission in the United States to be on track to an 80% reduction in 2050. The prospects for “clean” coal and “acceptable” nuclear are considered, and there is some hope that they would be used in an interim role. Although there are significant technical challenges to assembling these new energy systems, the primary difficulty lies in the political arena. A multigenerational strategy is needed to guide our actions over the next century. Garnering long-term multiadministration coherent policies to put the elements of any proposed strategy in place, is a relatively rare occurrence in the United States. More common is the reversal of one policy by the next administration with counterproductive results. A framework for politically stable action is developed using the framework of “energy tribes” where all the disparate voices in the energy debate are included and considered in a “messy process.” This book provides hope that our descendants in the next century will live in a world that would be familiar to us. This can only be achieved if the United States plays an active leadership role in maintaining climatic balance.
