This partially annotated bibliography contains the first 1000 references from a computerized file of literature on the global ecological implications of carbon cycles and climatic changes. Many early citations originated from the Biogeochemical Ecological Information Center established at Oak Ridge National Laboratory in 1968 and from profiles of computerized files such as Government Research Abstracts (GRA) and Biological Abstracts (BA). Later citations have been extracted from the open literature through 1978 and early 1979, from government reports and impact statements, and from profiles of GRA, BA, and the Energy Data Base of the Department of Energy Technical Information Center, Oak Ridge, Tennessee. The subject categories covered by this bibliography may be divided into two main topics: carbon cycling and climate system analysis. Volume I contains an introduction and overview. SIRS-A satellite radiance measurements and correlated radiosonde temperature and dew point temperature profiles were used to determine the variability of atmospheric CO2 for different altitudes, by asymptotic solution of the Ladenberg-Reiche equation. The 17 different sets of data used in these calculations were characterized by clear weather conditions and low water vapor content. Transmittances used in the retrieval were corrected using the measured temperature and dew point temperature profiles. The results indicate that the atmospheric CO2 mixing ratio varies temporally and spatially by 10% or more. The derived CO2 profiles over the central United States are distinctly different from those determined for the South Pacific region.

The world's nations are moving toward agreements that will bind us together in an effort to limit future greenhouse gas emissions. With such agreements will come the need for all nations to make accurate estimates of greenhouse gas emissions and to monitor changes over time. In this context, the present book focuses on the greenhouse gases that result from human activities, have long lifetimes in the atmosphere and thus will change global climate for decades to millennia or more, and are currently included in international agreements. The book devotes considerably more space to CO2 than to the other gases because CO2 is the largest single contributor to global climate change and is thus the focus of many mitigation efforts. Only data in the public domain were considered because public access and transparency are necessary to build trust in a climate treaty. The book concludes that each country could estimate fossil-fuel CO2 emissions accurately enough to support monitoring of a climate treaty. However, current methods are not sufficiently accurate to check these self-reported estimates against independent data or to estimate other greenhouse gas emissions. Strategic investments would, within 5 years, improve reporting of emissions by countries and yield a useful capability for independent verification of greenhouse gas emissions reported by countries.
