Is democracy worth saving? Thirty years of developments in deliberative democracy (DD) have consolidated this subfield of democratic theory. The acquired disciplinary prestige has made theorist and practitioners very confident about the ability of DD to address the legitimacy crisis experienced by liberal democracies at present at both theoretical and practical levels. The book advance a critical analysis of these developments that casts doubts on those certainties -- current theoretical debates are reproposing old methodological divisions, and are afraid to move beyond the minimalist model of democracy advocated by liberal thinkers; democratic experimentation at the micro-level seems to have no impact at the macro-level, and remain sets of isolated experiences. The book indicates that those defects are mainly due to the liberal minimalist frame of reference within which reflection in democratic theory and practice takes place. Consequently, it suggests to move beyond liberal understandings of democracy as a game in need of external rules, and adopt instead a vision of democracy as a self-correcting metagame.

The last fifteen years have witnessed a "democratic recession." Democracies previously thought to be well-established--Hungary, Poland, Brazil, and even the United States--have been threatened by the rise of ultra-nationalist and populist leaders who pay lip-service to the will of the people while daily undermining the freedom and pluralism that are the foundations of democratic governance. The possibility of democratic collapse where we least expected it has added new urgency to the age-old inquiry into how democracy, once attained, can be made to last. In Democracy in Hard Places, Scott Mainwaring and Tarek Masoud bring together a distinguished cast of contributors to illustrate how democracies around the world continue to survive even in an age of democratic decline. Collectively, they argue that we can learn much from democratic survivals that were just as unexpected as the democratic erosions that have occurred in some corners of the developed world. Just as social scientists long believed that well-established, Western, educated, industrialized, and rich democracies were immortal, so too did they assign little chance of democracy to countries that lacked these characteristics. And yet, in defiance of decades of social science wisdom, many countries that were bereft of these hypothesized enabling conditions for democracy not only achieved it, but maintained it year after year. How does democracy persist in countries that are ethnically heterogenous, wracked by economic crisis, and plagued by state weakness? What is the secret of democratic longevity in hard places? This book--the first to date to systematically examine the survival persistence of unlikely democracies--presents nine case studies in which democracy emerged and survived against the odds. The great dilemma of democracy revolves around the state. Historically, the state has played a crucial role as enforcer of liberal democratic constitutions, but it has also been used by autocratic rulers to entrench their rule. The state is thus a two-edged sword: It can both be the guarantee of democratic rights and a tool that can be used to suppress such rights. One corollary of this is that the influence of state structures on democratic development depends on who holds government power. But the opposite observation can also be made, as governments play an important role in shaping the state apparatus. The state and the regime are thus intertwined. Against this backdrop, this book presents a series of attempts – authored by influential experts such as Francis Fukuyama and Gerardo Munck – to disentangle the relationship between the state and political regimes. The contributions differ in terms of their particular theoretical and empirical focus. But they share the assumption that three criteria need to be observed to achieve a better understanding of the state-democracy nexus. First, it is valuable to distinguish conceptually between different aspects of the state. Second, the potential relationships between democracy and these attributes of state should be carefully theorized. Third, the consequent propositions must be interrogated using comparative approaches. This book was originally published as a special issue of Democratization.

A dramatic and necessary rethinking of the meaning of Democracy Democratic Anarchy grapples with an uncomfortable but obvious truth inimical to democracy: both aesthetics and politics depend on the structuring antagonism of inclusion and exclusion. Yet in Democratic Anarchy, Matthew Scully asks, how can “the people” be represented in a way that acknowledges what remains unrepresentable? What would it mean to face up to the constitutive exclusions that haunt U.S. democracy and its anxious fantasies of equality? Synthesizing a broad range of theoretical traditions and interlocutors—including Lacan, Rancière, Edelman, and Hartman—Democratic Anarchy polemically declares that there has never been, nor can there ever be, a realized democracy in the U.S. because democracy always depends on the hierarchical institution of a formal order by one part of the population over another. Engaging with an expansive corpus of American literature and art (Harriet Jacobs, Nathaniel Hawthorne, Louis Zukofsky, Thomas Pynchon, Toni Morrison, Theresa Hak Kyung Cha, Nari Ward, Ocean Vuong, and Safiya Sinclair), Democratic Anarchy argues that many liberal concepts and institutions are in fact structurally opposed to democratic equality because they depend on regulating what can appear and in what form. By focusing on works that disrupt this regulatory impulse, Scully shows how rhetorical strategies of interruption, excess, and disorder figure the anarchic equality that inegalitarian fantasies of democracy disavow. Democratic Anarchy develops a rigorous theory of equality that refuses to repeat the inequalities against which it positions itself, and it does so by turning to moments of resistance—both aesthetic and political—inaugurated by the equality that inheres in and antagonizes the order of things.
