Democracy promises rule by all, not by the few. Yet, electoral democracies limit decision-making to representatives and have always had a weakness for inequality. How might democracy serve all rather than the few? Democracy Beyond the Nation State: Practicing Equality examines communities that govern their own lives without elites or centralized structures through assemblies and consensus. Rather than claiming equality by abstract rights or citizenship, these groups put equality into practice by reducing wealth and health divides, or landlessness or homelessness, and equalizing workloads. These practices are found in rural India and Brazil, in Buenos Aires, London, and New York, and among the Iroquois, the Zapatistas, and the global networks of La Via Campesina farmers and the World Social Forum. Readable accounts of these horizontal democracies document multiple political frames that prevent democracy from being frozen into entrenched electoral systems producing modern inequalities. Using practice to rewrite political theory, Parker draws on collective politics in Spivak and Derrida and embodied relations from Povinelli and Foucault to show that equal relations are not a utopian dream, not nostalgia, and not impossible. This book provides many practical solutions to inequality. It will be useful to students and scholars of political theory and social movements and to those who are willing to work together for equality.

We live in the grip of a great illusion about politics, Pierre Manent argues in A World beyond Politics? It's the illusion that we would be better off without politics--at least national politics, and perhaps all politics. It is a fantasy that if democratic values could somehow detach themselves from their traditional national context, we could enter a world of pure democracy, where human society would be ruled solely according to law and morality. Borders would dissolve in unconditional internationalism and nations would collapse into supranational organizations such as the European Union. Free of the limits and sins of politics, we could finally attain the true life. In contrast to these beliefs, which are especially widespread in Europe, Manent reasons that the political order is the key to the human order. Human life, in order to have force and meaning, must be concentrated in a particular political community, in which decisions are made through collective, creative debate. The best such community for democratic life, he argues, is still the nation-state. Following the example of nineteenth-century political philosophers such as Alexis de Tocqueville and John Stuart Mill, Manent first describes a few essential features of democracy and the nation-state, and then shows how these characteristics illuminate many aspects of our present political circumstances. He ends by arguing that both democracy and the nation-state are under threat--from apolitical tendencies such as the cult of international commerce and attempts to replace democratic decisions with judicial procedures.

An innovative conception of democracy for an era of globalization and delegation of authority beyond the nation-state: rule by peoples across borders rather than by "the people" within a fixed jurisdiction. Today democracy is both exalted as the "best means to realize human rights" and seen as weakened because of globalization and delegation of authority beyond the nation-state. In this provocative book, James Bohman argues that democracies face a period of renewal and transformation and that democracy itself needs redefinition according to a new transnational ideal. Democracy, he writes, should be rethought in the plural; it should no longer be understood as rule by the people (dêmos), singular, with a specific territorial identification and connotation, but as rule by peoples (dêmoi), across national boundaries. Bohman shows that this new conception of transnational democracy requires reexamination of such fundamental ideas as the people, the public, citizenship, human rights, and federalism, and he argues that it offers a feasible approach to realizing democracy in a globalized world. In his account, Bohman establishes the conceptual foundations of transnational democracy by examining in detail current theories of democracy beyond the nation-state (including those proposed by Rawls, Habermas, Held, and Dryzek) and offers a deliberative alternative. He considers the importance of communicative freedom in the transnational public sphere (including networked communication over the Internet), human rights as the normative basis of transnational democracy, and the European Union as a transnational polity. Finally, he examines the relationship between peace and democracy, concluding that peace requires democratization on interacting state and suprastate levels.

Rule and resistance can no longer be understood in national contexts only. They both have transnationalised over the last decades. The scholarly discourse, however, still lags behind these developments. While International Relations only sees institutional “governance”, social movement studies only see instances of resistance. Both, however, lack the necessary vocabulary to describe the dynamic interplay between systems of rule and resistance. While we are governed by transnational structures of rule, a systematic analysis of how this operates and how it can be resisted remains to be developed. This book develops an understanding of these power relations through rich empirical case studies of different forms of rule-resistance relationships. Some resistant groups demand reforms of particular policies and institutions. Others attack institutions head-on. Yet other actors attempt to escape the rules they reject. A revisionist account of Zionist history, challenging the inevitability of a one-state solution, from a bold, path-breaking young scholar The Jewish nation-state has often been thought of as Zionism’s end goal. In this bracing history of the idea of the Jewish state in modern Zionism, from its beginnings in the late nineteenth century until the establishment of the state of Israel, Dmitry Shumsky challenges this deeply rooted assumption. In doing so, he complicates the narrative of the Zionist quest for full sovereignty, provocatively showing how and why the leaders of the pre-state Zionist movement imagined, articulated and promoted theories of self-determination in Palestine either as part of a multinational Ottoman state (1882-1917), or in the framework of multinational democracy. In particular, Shumsky focuses on the writings and policies of five key Zionist leaders from the Habsburg and Russian empires in central and eastern Europe in the late nineteenth and early twentieth centuries: Leon Pinsker, Theodor Herzl, Ahad Ha’am, Ze’ev Jabotinsky, and David Ben-Gurion to offer a very pointed critique of Zionist historiography.
