Democracy promises rule by all, not by the few. Yet, electoral democracies limit decision-making to representatives and have always had a weakness for inequality. How might democracy serve all rather than the few? Democracy Beyond the Nation State: Practicing Equality examines communities that govern their own lives without elites or centralized structures through assemblies and consensus. Rather than claiming equality by abstract rights or citizenship, these groups put equality into practice by reducing wealth and health divides, or landlessness or homelessness, and equalizing workloads. These practices are found in rural India and Brazil, in Buenos Aires, London, and New York, and among the Iroquois, the Zapatistas, and the global networks of La Via Campesina farmers and the World Social Forum. Readable accounts of these horizontal democracies document multiple political frames that prevent democracy from being frozen into entrenched electoral systems producing modern inequalities. Using practice to rewrite political theory, Parker draws on collective politics in Spivak and Derrida and embodied relations from Povinelli and Foucault to show that equal relations are not a utopian dream, not nostalgia, and not impossible. This book provides many practical solutions to inequality. The concept of constituent power plays a major part in modern political and legal theory— in how we think about the political. This book tackles the twofold issue of public authority and public autonomy in the modern conception of the political by analysing the notion of constituent power, its function in the modern political apparatus, and debates about its meaning and function in our own context. Focusing on contemporary debates on constitutionalism "beyond" the state, Geneviève Nootens assesses the prospects for recasting the notion of constituent power in a polycentric setting that challenges state sovereignty as embodying the autonomy of the political. She argues that constituent power belongs with the conceptual apparatus of a theory of government peculiar to a statist way of knowing, and being into, the world, and that it is too much dependent upon the statist framework for it to have critical purchase on the new mappings of public authority. Few would disagree that Western democracies are experiencing a crisis of representation. In the United States, gerrymandering and concentrated political geographies have placed the Congress and state legislatures in a stranglehold that is often at odds with public opinion. Campaign financing ensures that only the affluent have voice in legislation. Europeans, meanwhile, increasingly see the European Union as an anti-democratic body whose “diktats” have no basis in popular rule. The response, however, has not been an effective pursuit of better representation. In Good Government, Pierre Rosanvallon examines the long history of the alternative to which the public has gravitated: the empowered executive. Rosanvallon argues that, faced with everyday ineptitude in governance, people become attracted to strong leaders and bold executive action. If these fail, they too often want even stronger personal leadership. Whereas nineteenth-century liberals and reformers longed for parliamentary sovereignty, nowadays few contest the “imperial presidency.” Rosanvallon traces this history from the Weimar Republic to Charles De Gaulle’s “exceptional” presidency to the Bush-Cheney concentration of executive power. Europeans rebelling against the technocratic EU and Americans fed up with the “administrative state” have turned to charismatic figures, from Donald Trump to Viktor Orbán, who tout personal strength as their greatest asset. This is not just a right-wing phenomenon, though, as liberal contentment with Obama’s drone war demonstrates. Rosanvallon makes clear that contemporary “presidentialism” may reflect the particular concerns of the moment, but its many precursors demonstrate that democracy has always struggled with tension between popular government and concentrated authority.
