As the title states, it is designed as an Introduction to the study of political parties and practical politics. It is primarily intended to serve as a text-book. Therefore, no attempt has been made to make it encyclopædic in scope or exhaustive in its treatment of topics. Suggestiveness and condensation have been kept constantly in mind during its preparation. A fuller treatment of a few topics has seemed wise on account of their importance or the nature of the materials available for student use. Somewhat extended lists of references are to be found at the ends of chapters, together with suggested questions and topics. These may be used in different ways: as the basis for collateral reading, for reports before the class; or, where a large library is not at hand, they may be made the basis of a series of lectures and informal discussions.
