Excerpt from An Introduction to the Study of the Government of Modern States Distinction Between a State' and Its Government. It is unfortunate that in beginning most studies, attention must first be paid to the definitions of the more important terms that will be employed, to the drawing of certain primary distinctions, and to the consideration Of certain abstract principles which lie at the very basis of such studies. The task is one which, however, cannot be avoided if clear ness of exposition and thinking is to be subsequently secured. This is particularly true Of political science which, in com mon with other social sciences, has always suffered the grave disadvantages of a loose use of terms and a failure on the part of writers to agree upon the very foundation conceptions upon which a study of this science must rest. In this part of our work we will, however, be as brief and summary as due regard to the points that must be made clear will permit. In the study of political science constant use is made of the terms People, Nation, State, and Govern ment. Though these terms are Often used interchange ably, they connote quite different conceptions and should be clearly distinguished. Excerpt from An Introduction to the Study of Government Since this book was conceived and written, events have come to pass which will ultimately be reflected in momentous political changes among the chief states of the modem world. Such changes, however, will certainly develop along the lines of liberal experiment in government as such experiment has been made in various democratic countries. A study of modern government in general will, therefore, have a value to the student in his consideration of coming possibilities in European political organization. This book has been written to place before students a concise statement of the nature, organization, and operation of government as government exists in the foremost states of the modern world. On the one hand, it covers a narrower field than the current textbooks on Political Science; on the other, it covers a wider field than the current textbooks on the government of the United States. I have endeavored, after a study of various modern governments, to set forth general principles of government and to show how these general principles are modified in practice by particular states. Two years ago I wrote to several of the leading publishers in this country asking for the titles of their publications covering the field of government, and specified the nature of the material I desired. In reply, the publishers submitted works on Political Science, books on the government of the United States, and theoretical treatises on principles of government in general. So far as I could discover, no book of the precise character I wanted was in print. After considerable hesitation, I planned the work myself. The greatest part of my available time since then has been spent in writing the book. The general divisions of my plan are those that are commonly adopted by political science writers. Science Culture And Modern State Formation written by Patrick Carroll and has been published by Univ of California Press this book supported file pdf, txt, epub, kindle and other format this book has been release on 2006-10-02 with Social Science categories.

This highly original, groundbreaking study explores the profound relationship between science and government to present a new understanding of modern state formation. Beginning with the experimental science of Robert Boyle in seventeenth-century England, Patrick Carroll develops the concept of engine science to capture the centrality of engineering practices and technologies in the emerging mechanical philosophy. He traces the introduction of engine science into colonial Ireland, showing how that country subsequently became a laboratory for experiments in statecraft. Carroll’s wide-ranging study, spanning institutions, political philosophy, and policy implementation, demonstrates that a number of new technological developments—from cartography, statistics, and natural history to geology, public health, and sanitary engineering—reveal how modern science came to engineer land, people, and the built environment into a material political state in an unprecedented way, creating the "modern" state. Shedding new light on sociology, the history of science and technology, and on the history of British colonial projects in Ireland from the seventeenth to the nineteenth centuries, his study has implications for understanding postcolonial occupations and nation-building ventures today and on contemporary dilemmas such as the role of science and government in environmental sustainability.
