It is often difficult and time consuming, if not computationally impossible, to locate a failed component in a large complex system. Recently, the U.S. Army Research and Technology Laboratories at Moffett Field, California, have established a theory stating that the minimum number of test points required for conclusive detection of system failure is equal to the total number of terminal test points; this set of points constitutes the optimal choice. In this report the authors have developed an optimal diagnostic strategy for finding a failed component in a malfunctioning system.

Soft computing is a branch of computing which, unlike hard computing, can deal with uncertain, imprecise and inexact data. The three constituents of soft computing are fuzzy-logic-based computing, neurocomputing, and genetic algorithms. Researchers in Artificial Intelligence have traditionally been classified into two categories: the “neaties” and the “scruffies”. According to the scruffies, the neaties concentrate on building elegant formal frameworks, whose properties are beautifully expressed by means of definitions, lemmas, and theorems, but which are of little or no use when tackling real-world problems. The scruffies are described (by the neaties) as those researchers who build superficially impressive systems that may perform extremely well on one particular case study, but whose properties and underlying theories are hidden in their implementation, if they exist at all. As a life-long, non-card-carrying scruffy, I was naturally a bit suspicious when I first started collaborating with Dieter Fensel, whose work bears all the formal hallmarks of a true neaty. Even more alarming, his primary research goal was to provide sound, formal foundations to the area of knowledge-based systems, a traditional stronghold of the scruffies - one of whom had famously declared it “an art”, thus attempting to place it outside the range of the neaties (and to a large extent succeeding in doing so).

Structural safety of industrial systems and components raises a steadily growing public, scientific and engineering interest, and causes permanent development of methods and techniques used for its assessment. In addition to the well established engineering methods, applied in the field, several new methods and tools have emerged recently. Among them, the most novel ones are probably those related to expert system applica tions, appearing as an important possible improvement of the current engineering practice. The issue has been addressed by the international course EXPERT SYSTEMS IN STRUCTURAL SAFETY ASSESSMENT organized by MPA Stuttgart and JRC Ispra (Stuttgart, October 2-4, 1989), and the proceedings of the course are contained in this volume of the Lecture Notes ill Engineering. The contributions (invited lectures) tackle the issues usually confronting developers and users of expert systems applied in structural engineering, i.e. in structural safety and integrity assessment. Both the book and the course are a combination of a tutorial and of presentation of the current achievements in the field.
