Zusätzlich werden die Unterschiede dieses Modells zu vorherigen Kosten-Nutzen-Analysen besprochen. In diesem Zusammenhang wird die Low-Carbon Economy vorgestellt, bei der es sich um ein Wirtschaftssystem handelt, das auf der Grundlage von ambitionierten Klimaschutzzielen ein nachhaltiges Wirtschaftswachstum erzeugt, das höher ausfällt als die bisherigen europäischen Wachstumsprognosen. Abschließend werden die hier aufgestellten Aussagen und geforderten Maßnahmen kritisch betrachtet und auf die deutsche Energiewende übertragen. Die durch den Menschen verursachten Treibhausgasemissionen sind laut des Weltklimarates Hauptverursacher der globalen Erderwärmung. Neben den umweltökologischen Folgen entstehen durch den Klimawandel auch bedeutende volkswirtschaftliche Kosten. Besonders erwähnt sei hier der Stern Report der die Gesamtkosten und -risiken des Klimawandels, ohne weitergehende Maßnahmen des Klimaschutzes, auf einen Verlust von wenigstens 5% des globalen Bruttoinlandsprodukts jährlich berechnet. Aus diesen Gründen entstehen weltweite Klimaschutzabkommen mit dem Ziel, die Erderwärmung und ihre Folgen abzuschwächen. Auch die Europäische Union verabschiedete ein Richtlinien- und Zielpaket für den Klimaschutz um den weltweiten Temperaturanstieg auf 2 °C zu beschränken. Zielsetzung ist eine Verminderung der Treibhausgasemissionen um 20 % bei einem Anteil der erneuerbaren Energien von 20 % bis 2020. Die Studie „A New Growth Path for Europe“, die 2011 im Auftrag des „Bundesministerium für Umwelt, Naturschutz, Bau und Reaktorsicherheit“ veröffentlicht wurde, beschäftigt sich mit den ökonomischen Chancen, die durch Maßnahmen zum Klimaschutz und den europäischen Verpflichtungen bis 2020 im speziellen, entstehen. Sie steht damit in einer Reihe von Wachstumskonzepten mit ökologischer Basis, die im grünen Wachstum ein mögliches europäisches Wirtschaftsmodell der Zukunft sehen.

Launched in March 2010 by the European Commission, the Europe 2020 strategy aims to achieve "smart, sustainable, and inclusive" growth. The engines for this growth are - Knowledge and innovation - Greener and more efficient use of resources - Higher employment combined with social and territorial cohesion This CEPS report takes an in-depth look at this major initiative and finds that the strategy itself needs to be revised in several important respects. First, the authors believe, R&D spending per se is not the best indicator of innovativeness; a new measure, intangible capital, would be more appropriate. Second, while increasing the share of the workforce with a university degree is important for competitiveness and employment, it is the quality of that education that matters more than the quantity. The study also finds that employment targets would be better reached by a skills upgrade among women who have the least education. Concerning climate change, the authors conclude that unless the EU increases the level of its ambition and adds a carbon import tariff, reduction targets for greenhouse gas emissions are likely to have a negligible impact on global climate change. Finally and more generally, the report argues that the 2020 strategy should acknowledge the importance of institutional efficiency at the national level.
