Contributing to the emerging literature on the geopolitical and foreign policy implications of decarbonisation and energy transition processes, this book sheds light on the future of the European Union’s (EU) external relations under decarbonisation. Under the Paris Agreement on climate change, adopted in 2015, governments are committed to phasing out the emissions of carbon dioxide and other greenhouse gases over the coming decades. This book addresses the many questions around this process of decarbonisation through detailed analyses of EU external relations with six fossil-fuel exporting countries: Nigeria, Indonesia, Azerbaijan, Colombia, Qatar, and Canada. The authors systematically examine the six countries’ varying dependence on fossil fuels, the broader political and security context, current relations with the EU, and the potential for developing these towards decarbonisation. In doing so, they put forward a series of findings that should hold across varying circumstances and provide a steppingstone to enrich and inspire further research on foreign policy, external relations, and international relations under decarbonisation. The book also makes an important contribution to understanding the external implications of the 2019 European Green Deal. Climate change has taken centre stage in Eurpean and international politics. The fourth assessment report of the Intergovernmental Panel on Climate Change (IPCC), released in 2007, confirmedthat climate change is on eof the most serious threats to international security and the well-being of human kind. At the European level, climate change has become a major agenda item regularly discussed by the European Council. Internationally, the issue has become one of "high politics". Since 2005, it has been a top priority of the G-8 Summits, and both the UN Security Council and the UN General Assembly have placed it high on their agendas. World leaders are rallying to achieve a new global deal to combat global warming under the UN Framework Convention on Climate Change. Overall, there is hardly any high-level political encounter in which the issue is not discussed. The European Union as established itself as the most ptrominent international leader on the issue. It has been one of the most fervent supporters of the UN Framework Convention on Climate Change and its Kyoto Protocol, striving to sustain its leadership in the efforts to reach a new global agreement post-2012. The EU has also increasingly underpinned its international leadership position with domestic action. Most prominently, it introduced a greenhouse gas emissions trading scheme in 2005. The Period 2007-2008 saw a major overhaul and leap forward in the development of a renewed EU framework of policy and legislation to address climate change. Most importantly, the new EU climate policies include a set of legislative acts adopted in early 2009 and known as the "climate and energy package" that is designed to acheve the EU's target of reducing greenhouse gas emissions by 20% and increasing the share of renewable energies to 20% by 2020. This volume provides a timely overview and assessment of the development of the new EU climate policies with a focus on the new climate and energy package. Are EU climate policies sufficient to meet the environmental, economic and political challenge posed by global climate change? How do international and domestic climate poliies of the EU intereact and are they mutually supportive? What are the prospects for the EU keeping its international leadership in the face of a more engaged US and increasingly assertive emerging economies? This report presents a thorough analysis of drivers for decarbonization in different scenario studies. Selected baseline and emission reduction scenarios from a range of studies on the EU, including some EU member states, were analysed to generate insights into: Which decarbonization strategies exist? Which sectors already show a clear decarbonization strategy? In which sectors is the decarbonization strategy less obvious or clear as significantly different and mutually excluding strategies are researched? Are there sectors where decarbonization is particularly difficult and which are those? What issues have not been addressed in the existing scenarios so far? Besides a generic comparison a decomposition analysis was applied to these scenarios to identify key drivers for changes in emissions in the scenarios. The studies under consideration include at least one ambitious climate protection scenario, and provide a sufficient level of detail with regard to the quantitative results to allow for applying the framework of the analysis. In addition to an analysis of total energy-related CO2 emissions, this study analyses major energy-related sectors on the supply and demand side: electricity supply, industry, tertiary, residential and transport (where possible differentiated by passenger and freight). A comparison of findings and a synthesis along with a detailed data appendix complete the report.

At the end of 2018 the EU agreed a wholesale overhaul of EU electricity laws with the 'Electricity Market Design' package. The aim of this package is to bring EU electricity law up to date, taking account of its aim to become completely decarbonised by 2050, and to deal with the rapidly increasing level of intermittent renewable electricity in the network. The share of electricity produced by renewable energy sources is expected to grow to more than 50% in 2030. With this in mind, the electricity market design framework has been modernised to deal with intermittency, with new provisions on storage, capacity mechanisms (introducing a new emissions limit for power plants eligible to receive subsidies) and demand response. In addition, the role of consumers in the future electricity market has been re-thought and incorporated in the Electricity Market Design, providing the right incentives for consumers to become more active and to contribute to keeping the electricity system stable, as well as new consumer rights. In order to increase the resilience of the EU electricity system, each EU country is in the future required to define Risk Preparedness plans to be ready to respond to unexpected situations, working closely with neighbouring member states. The new rules will be supported by a stronger role for the ACER Agency, which coordinates work among national energy regulators, providing additional powers and responsibilities, and thus ensuring that decisions are taken for making best use of an integrated EU energy market to the benefit of all EU citizens. This new volume, written by all the key Commission officials responsible for drafting, negotiating and now implementing this major new piece of legislation is essential reading for all those involved in the regulation and development of Europe's electricity industry.
