In light of the opportunities and the challenges facing African economies in the 21st century, this edited volume traces the evolution of poverty in the course of economic development in sub-Saharan Africa over the recent decades. By engaging with, and seeking to develop on, the work of Professor Erik Thorbecke, it examines the evolving dynamics of poverty in multiple dimensions. It also discusses how to lay down foundations for improved governance and institutions that will realize inclusive development in sub-Saharan Africa. This book puts forward an operational methodology for measuring multidimensional poverty, independent from the conceptual origin, size and qualitative as well as quantitative nature of the primary indicators used to describe the poverty of an individual, household or socio-demographic entity. It allows for the integration of the sets of techniques already available or forthcoming in the area of income poverty into the analysis of multidimensional poverty. The core of the methodology rests on a solution to the issue of aggregation across the multiple sub-dimensions of poverty. The rationale of the proposed solution is based on the exploration of the internal structure of association between these sub-dimensions of poverty. The author illustrates the conceptual debates on the dimensions of poverty and on the measurement methodologies with empirical studies showing the strengths and weaknesses of different approaches by dividing the book into two parts. The first part, which is theoretical, develops the rationale underlying the proposed methodology with numerical examples. The second part presents two case studies, one from Vietnam and the other from Senegal, using the methodology outlined in the first part. Both case studies are based on large household surveys implemented by the different national statistical offices. The unique structure of this book makes it practical for use by poverty and policy researchers, professionals in international development, and graduate students interested in poverty and inequality.

Guinea’s 2007–10 Poverty Reduction Strategy Paper is intended to reestablish strong, sustainable economic growth in a favorable political and institutional context. The percentage of underweight children under age five has increased from 25.8 percent in 2005 to 26.1 percent in 2008, indicating a slight increase in malnutrition. The coverage of vaccination against measles for children under age one declined from 85.3 percent in 2007 to 65.4 percent in 2008. The number of health centers nationwide remains unsatisfactory despite a modest increase from 399 in 2007 to 410 in 2009.

The paper analyzes the Joint Staff Assessment of the Poverty Reduction Strategy Paper (PRSP) Progress Report for Guinea. The report assesses progress made in implementing the PRSP during the calendar years 2002 and 2003, and lays out the measures the government is pursuing to achieve its policy objectives. The IMF staff agrees with the progress report conclusion that efforts have been made over the last two years to advance the poverty reduction strategy, even as the economic environment became more difficult and Guinea’s program with the IMF went off-track.

Guinea’s Poverty Reduction Strategy Paper (PRSP) presented well-defined poverty reduction. The government should strengthen capacity to monitor policy and PRS outcomes to facilitate the central role of the PRS as both a policy document and a tool to coordinate policies. Strong macroeconomic policies have to be adopted while ensuring that the composition of expenditure identifies policy weaknesses related to governance and public service delivery, and sets out appropriate policy responses. Linking policies and poverty-reduction strategies to policy targets and outcome indicators is suggested by Executive Directors.
