Advice involves recommendations on what to think; through thought, on what to choose; and via choices, on how to act. Advice is information that moves by communication, from advisors to the recipient of advice. Ivan Jureta offers a general way to analyze advice. The analysis applies regardless of what the advice is about and from whom it comes or to whom it needs to be given, and it concentrates on the production and consumption of advice independent of the field of application. It is made up of two intertwined parts, a conceptual analysis and an analysis of the rationale of advice. He premises that giving advice is a design problem and he treats advice as an artifact designed and used to influence decisions. What is unusual is the theoretical backdrop against which the author’s discussions are set: ontology engineering, conceptual analysis, and artificial intelligence. While classical decision theory would be expected to play a key role, this is not the case here for one principal reason: the difficulty of having relevant numerical, quantitative estimates of probability and utility in most practical situations. Instead conceptual models and mathematical logic are the author’s tools of choice. The book is primarily intended for graduate students and researchers of management science. They are offered a general method of analysis that applies to giving and receiving advice when the decision problems are not well structured, and when there is imprecise, unclear, incomplete, or conflicting qualitative information.

Economic reasoning has thus far dominated the field of public policy analysis. This new introduction to the field posits that policy analysis should have both a broader interdisciplinary base—including criteria from such fields as political science, sociology, law, and philosophy, as well as economics—and also a broader audience in order to foster democratic debate. To achieve these goals, MacRae and Whittington have organized their textbook around the construction of decision matrices using multiple criteria, exploring the uses of the decision matrix formulation more fully than other texts. They describe how to set up the matrix, fill in cells and combine criteria, and use it as an aid for decision making. They show how ethical assessment of the affects that alternatives have on various parties differs from political analysis, and then they extend the use of the decision matrix to consider alternatives by affected parties, periods of time, or combined factors. The authors also thoughtfully address the role of expert advice in the policy process, widening the scope of the field to describe a complex system for the creation and use of knowledge in a democracy. An extended case study of HIV/AIDS policy follows each chapter (in installments), immediately illustrating the application of the material. The book also contains a glossary. Expert Advice for Policy Choice provides a new basis for graduate education in public policy analysis and can also serve as a text in planning, evaluation research, or public administration. Policy analysis, as a practical matter, is hardly new. Throughout history, rulers have sought advice from priests or sages, and monarchs have conferred with counselors. The emergence of empirical social research in the nineteenth century laid the groundwork for policy advice that was more than an idiosyncratic political exercise, but it was not until well into this century that the systematic examination of policy issues became feasible. Advice and Consent traces the recent course of the "policy sciences," a term coined in 1951 to describe an analytic approach that draws on political science, sociology, law, economics, psychology, and operations research to examine specific social problems in context. Peter deLeon's unique contribution is to delineate two separate but related currents in the development of the policy sciences: first, the evolution of intellectual tools for analysis ("advice"); and second, the evolution of a perceived need for policy research as prompted by events such as the war on poverty ("consent"). Peter deLeon's concise and literate account of how these two trends shaped the policy sciences and affected each other clarifies the present state of policy research, explores its failure to realize fully its ideals, and frames the challenges facing the policy sciences as they struggle to complete their transformation from academic fancy to institutional fact.

Public inquiries regularly produce outcomes of importance to policy design. However, the policy design literature has largely ignored the many important ways that public inquiries can act as policy design tools, meaning the functions that inquiries can offer the policy designer are not properly understood. This Element addresses this gap in two ways. First, it presents a theoretical discussion, underpinned by international empirical illustrations, to explain how inquiries perform policy design roles and can be classified as procedural policy tools. It focuses on four inquiry functions - catalytic, learning, processual, and legitimation. Second, it addresses the challenge of designing inquiries that have the policy-facing capacities required to make them effective. It introduces plurality as a key variable influencing effectiveness, demonstrating its relevance to internal inquiry operations, the external inquiry environment, and policy tool selection. Thus, it combines conceptual and practical insights to speak to academic and practice orientated audiences.
