This guidance describes a catalogue of indicators for maternal, newborn, child, and adolescent health (MNCAH) that can be monitored through health management information system data. It is a module of the WHO Toolkit for Routine Health Information Systems (RHIS) Data and links to relevant indicators from other programmatic modules of the WHO toolkit. The document provides guidance on possible analysis and visualization of the indicators, including considerations for interpreting and using the data for decisionmaking. An annex on data quality considerations for MNCAH managers provides suggestions for reviewing and interpreting routine health facility data through a quality lens. Accompanying this guidance are a series of presentations and exercises, including a facilitator guide, that can be used in workshops to strengthen capacity of analysis, interpretation, and use of data by MNCAH managers. The target audience for the guidance and accompanying materials are ministry of health staff working on MNCAH programmes and monitoring and evaluation activities at national and subnational levels; health workers; and partner organizations involved in supporting MNCAH programmes and monitoring. This text will be submitted to Language Services for translation whenever a publication is requested for translation and also provided to WHO Press at the same time as the translation.

Digital Adaptation Kits (DAKs) are part of WHO’s SMART guidelines initiative. This aims to ensure that the content of WHO’s evidence-based guidelines is accurately reflected in the digital systems being used at country level. The DAKs provide software-neutral, operational, and structured documentation based on WHO recommendations related to clinical care, health systems and use of data, to systematically and transparently inform the design of digital systems. Standard components of each DAK include: (1) linked health interventions and recommendations; (2) generic personas; (3) user scenarios; (4) generic business processes and workflows; (5) core data elements mapped to standard terminology codes (e.g. the international classification of diseases); (6) decision support; (7) programme indicators; and (8) functional and non-functional requirements. This DAK focuses on PNC, and aims to provide a common language across various audiences – maternal, newborn/infant and child health and other programme managers, software developers and implementers of digital systems – to ensure a common understanding of the appropriate health information content within a defined health programme area, as a mechanism to catalyse the effective use of these digital systems.

About 1.3 billion of the world’s population are adolescents aged 10-19 years. Adolescents bear long periods of exposure to, and consequences of health risks yet are often least able to influence their environment and make decisions for their own well-being. Historically, the world has lacked comprehensive indicators for adolescent health, which has hindered the effective development of age-specific policies and interventions and tracking of progress towards health targets. This document presents a list of 47 indicators recommended by the Global Action for Measurement of Adolescent health (GAMA), established in 2018 by WHO in collaboration with UNAIDS, UNESCO, UNFPA, UNICEF, UN Women, the World Bank Group, and the World Food Programme. The 47 adolescent health indicators are the result of a structured, participatory 5-year selection process. They are applicable to all adolescent population subgroups and span six domains: (1) programmes, policies and laws, (2) systems performance and interventions, (3) social, cultural, economic, educational, and environmental health determinants, (4) health behaviours and risks, (5) subjective well-being and (6) health outcomes and conditions. Most countries already have data for many of these indicators available. Bringing this information together will help benchmark progress, identify priorities for action, and allocate resources efficiently. By prioritizing adolescent health, young individuals are empowered to reach their full potential, and contribute to building healthier and sustainable communities and societies.

This publication has been developed to provide a national framework for monitoring the health sector’s response to sexually transmitted infections and a set of core indicators to: -support countries monitor their programming for sexually transmitted infections and to identify gaps and challenges; and -facilitate regional and global tracking of the progress of WHO Member States in strengthening STI programming towards achieving the targets outlined in the global health sector strategies on, respectively, HIV, viral hepatitis and sexually transmitted infections. The core indicators are structured around currently available STI interventions and data that are routinely collected or can be monitored at least annually. The indicators are aligned with global reporting requirements and to the targets detailed in the global health sector strategies. Collecting and analysing these data will provide a comprehensive picture of the health burden of STIs and will inform how best to allocate resources to improve the effectiveness, efficiency and equity of STI services. The publication also outlines a stepwise approach to strengthen the monitoring of STI programmes and STI surveillance.

The heterogeneity of neglected tropical diseases (NTDs) has resulted in diverse and complex data management pathways, leading to duplication, inefficiencies, and missed opportunities. To address these issues and maximize system investments, the Global NTD Programme collaborated with the WHO routine health information system (RHIS) toolkit initiative. This partnership developed guidance for collecting, reporting, and managing NTD data through health facilities. The NTD RHIS toolkit component includes a general guidance document, disease-specific documents, and guidance on logistics information management systems for medicines and health products. This general guidance document provides an overarching description of the NTD indicators required to monitor programme progress in alignment with the road map and its related strategic companion documents including the monitoring and evaluation framework (“the M&E framework”). Its main purpose is to provide high-level concepts for NTD programme design for data management and use for health information system managers wherever NTD data are aggregated, through the hierarchy of administrative levels. It is intended for use by members of the health workforce working with NTD data, particularly health workers and data clerks involved in first-line data collection and reporting at peripheral health facility-level, and district-level health management information officers.
