EUROPEAN SCHOOl OF CLiMATOlOGY AND NATURAL HAZARDS The training of scientific and technical personnel and the development of highly qualified scientists are, and have always been, among the important concerns of the European Commission. Advanced training is an important requirement for the implementation of a common EU policy in science and technology. The European School of Climatology and Natural Hazards was started as apart of the training and education activities of the European Programme on Climatology and Natural Hazards (EPOCH), and is continued under the subsequent research programme (ENVIRONMENT 1990-1994). The school consists of annual courses on specialised subjects within re search in climatology and natural hazards, and is open to graduating, grad uate and post graduate students in these fields. Each of the courses is organized in cooperation with a European Institu tion involved in the current research programme, and is aimed at giving to the students formal lectures and participation in informal discussions with leading researchers. The present volume is based on the lectures given at the course held on the island of Elba from the 30th October to the 6th of November 1993 on Statistical Analysis of Climate Variability. It features selected and extended presentations, and represents an important contribution to advanced studies in climate statistical analysis, supplementing more traditional texts. I trust that all those involved in research related to climate change and climate variability will appreciate this work and will benefit from the com prehensive and state-of-the-art information it provides.

The objective of the book is to make a comprehensive documentation of the observed variability and change of the regional climate system over the Indian region using the past observed data. The book addresses all the important parameters of regional climate system so that a physically consistent view of the changes of the climate system is documented. The book contains 16 chapters written by the subject experts from different academic and research institutes in India. The book addresses all important components/parameters of the climate system, like rainfall, temperature, humidity, clouds, moisture, sea surface temperature and ocean heat content, sea level, glaciers and snow cover, tropical cyclones and monsoon depressions, extreme rainfall and rainstorms, heat waves and cold waves, meteorological droughts, aerosols, atmospheric aerosols, ozone and trace gases and atmospheric radiative fluxes. One chapter deals with the past monsoon using monsoon proxy data. The last chapter deals with the future climate change projections over the Indian region (rainfall and temperature) made using coupled climate models. Most of the analyses (especially on rainfall, temperature, extreme rainfall, sea surface temperature, meteorological droughts) are based on the data for a longer period of 110 years, 1901–2010. For some other parameters like moisture, clouds, heat waves and cold waves, atmospheric aerosols, ozone and trace gases and radiative fluxes, data of shorter period have been used. The articles documented inter-annual and decadal variability in addition to documenting long term trends of different parameters. The trends have been tested for statistical significance using standard techniques. It is expected that the present book will be an excellent reference material for researchers as well as for policy makers. These results will be useful in interpreting future climate change scenarios over the region being projected using coupled climate models. Further analysis of these results is required for attributing the observed variability and change to natural and anthropogenic activities.

It is with great pleasure that I open these two workshops on behalf of myself and on behalf of the Direction of the Meteorologie N ationale of Morocco. Climate change is becoming the focus of the international community because of its global scale and unpredictable effects, the numerous impacts it causes, its global feature and the complexity of the solutions that can mitigate its impacts. Global warming and the greenhouse effect became a subject of study at the international level since the United Nations Conference on the human environment that was held in Stockholm in 1972. The research and coordination efforts that have been made in this area have led to an "International Scientific consensus". High level meetings like those held in Toronto in 1988, in Lahaye in 1989 and in Geneva in 1990, did confirm the greenhouse threat and the emergency to treat it.
