Excerpt from Analysis of the Report of a Committee: Of the House of Commons on the Extinction of Slavery With Notes by the Editor On the 24th of May, 1832, a select Committee of the House of Commons was "appointed to consider and report upon the measures which it might be expedient to adopt for the purpose of effecting the extinction of slavery throughout the British Dominions at the earliest period compatible with the safety of all classes in the colonies, and in conformity with the resolutions of this House of the 15th of May, 1823;" the words in italics being superadded to Mr. Buxton's resolution, on the motion of Viscount Althorp - 162 voting for them, and 90 against them. The following members were thereupon selected for this Committee, on the proposition of the noble Viscount: - Mr. Buxton, Lord John Russell, Sir Robert Peel, Sir James Graham, Sir George Murray, Mr. Goulbum, Mr. Burge, Mr. Evans, Viscount Sandon, Viscount Howick, Marquis of Chandos, Mr. Johnston, Mr. Marryat, Mr. Vernon, Mr. Holmes, Dr. Lushington, Mr. Baring, Mr. Frankland Lewis, Viscount Ebrington, Mr. Littleton, Mr. Carter, Mr. Hodges, Mr. Ord, Mr. Fazakerley, and Mr. Alderman Thompson. In the mid-nineteenth century, American and British governments marched with great fanfare into the marketplace of knowledge and publishing. British royal commissions of inquiry, inspectorates, and parliamentary committees conducted famous social inquiries into child labor, poverty, housing, and factories. The American federal government studied Indian tribes, explored the West, and investigated the condition of the South during and after the Civil War. Performing, printing, and then circulating these studies, government established an economy of exchange with its diverse constituencies. In this medium, which Frankel terms "print statism," not only tangible objects such as reports and books but knowledge itself changed hands. As participants, citizens assumed the standing of informants and readers. Even as policy investigations and official reportage became a distinctive feature of the modern governing process, buttressing the claim of the state to represent its populace, government discovered an unintended consequence: it could exercise only limited control over the process of inquiry, the behavior of its emissaries as investigators or authors, and the fate of official reports once issued and widely circulated. This study contributes to current debates over knowledge, print culture, and the growth of the state as well as the nature and history of the "public sphere." It interweaves innovative, theoretical discussions into meticulous, historical analysis.

During his adult life until his death in 1834, Coleridge made entries in more than sixty notebooks. Neither commonplace books nor diaries, but something of both, they contain notes on literary, theological, philosophical, scientific, social and psychological matters, plans for and fragments of works and many other items of great interest. Shortly after World War II, Kathleen Coburn, formerly of Victoria College in Toronto, rediscovered this great collection of unpublished manuscripts. With the support of the Coleridge estate, she embarked on a career of editing and publishing these volumes and was awarded with many honours for her work, including: a Leverhulme Award (1948), a Guggenheim Fellowship (1953), a Fellowship in the Royal Society of Canada (1958), the Order of Canada (1974) and an honorary doctorate from her own university. Originally projected as a five volume set (each volume consisting of a book of text and a book of notes). First published in 2002. Volume 5 of the Notes on the Notebooks of Samuel Taylor Coleridge, spanning from 1827 to 1834. The volume is in two parts, text and notes.
