The Common Agricultural Policy (CAP) is a unique agricultural policy worldwide. For many years, its status as the only common European Community (EC) policy governed by EC institutions put it at the heart of European integration. Today the CAP is not the only common European Union (EU) policy. Even while it remains the sole instance of a regionally integrated agricultural policy, the CAP no longer embodies the same degree of cross-national harmonization of agricultural policy among EC/EU member states that it once did. The CAP has undergone policy reforms in the past two decades and these reforms have spawned a host of questions. What has caused the CAP to reform? How path-breaking are CAP reforms? Are they consistent with founding CAP goals or do they encompass new ideas about agriculture’s place in the economy and society? And what are the consequences of agricultural policy reforms: for European farmers, consumers and taxpayers; for European ‘public goods’ such as environmental sustainability and preservation of rural communities and landscapes; and for third parties outside the EU, including the WTO? Why write a book on macroeconomic policies and their links to agriculture and food security in developing countries? The food price spikes of the years just prior to 2010 and the economic, political, and social dislocations they generated refocused the attention of policymakers and development practitioners on the agricultural sector and food security concerns. But even without those traumatic events, the importance of agriculture for developing countries—and for an adequate functioning of the world economy— cannot be denied. First, although declining over time, primary agriculture still represents important percentages of developing countries’ overall domestic production, exports, and employment. If agroindustrial, transportation, commercial, and other related activities are also counted, then the economic and social importance of agriculture-based sectors increases significantly. Furthermore, large numbers of the world’s poor still live in rural areas and work in agriculture. Through the links via production, trade, employment, and prices, agricultural production is also crucial for national food security. Second, it has been shown that agriculture in developing countries has important growth and employment multipliers for the rest of the economy, and agriculture seems to have larger positive effects in reducing poverty than growth in other sectors. Third, agriculture is not only important for individual developing countries, but it has global significance, considering the large presence of developing countries in world agricultural production and the increasing participation in international trade of those products (these three points will be covered in greater detail in Chapter 1).

The book combines food security and agricultural competitiveness issues and treat them together. It starts with definitions and evolution of both concepts, followed by reviews on global and regional food security challenges. The motivation behind writing such a book are numerous. First, as researchers interested in both food security and agricultural competitiveness issues, we have always found a gap in the scientific literature in treating the two notions together. Second, as lecturers of various agricultural policy and food security related courses, we have many times been faced with questions related to the competitive positions of different countries and the factors lying behind these positions. Third, as economic advisors, we have been faced with the need to provide clear policy recommendations and lessons on how increase competitiveness and associated food security many times. Such a need is mainly coming from developing country policy and decision makers.We think the book is unique in many ways. First, it provides a consistent analysis of global agricultural trade patterns over 25 years. Second, it analyzes and synthetizes the definitions, concepts and measurement methods of competitiveness, covering a major gap in the current literature. Third, it establishes a link between the analysis of global agricultural competitiveness and food security, which is also an understudied area. Finally, the book provides policy lessons to increase a country’s agricultural competitiveness and food security by identifying its determinants.
