This book analyzes the evolution of Russian military thought and how Russia's current thinking about war is reflected in recent crises. While other books describe current Russian practice, Oscar Jonsson provides the long view to show how Russian military strategic thinking has developed from the Bolshevik Revolution to the present. He closely examines Russian primary sources including security doctrines and the writings and statements of Russian military theorists and political elites. What Jonsson reveals is that Russia's conception of the very nature of war is now changing, as Russian elites see information warfare and political subversion as the most important ways to conduct contemporary war. Since information warfare and political subversion are below the traditional threshold of armed violence, this has blurred the boundaries between war and peace. Jonsson also finds that Russian leaders have, particularly since 2011/12, considered themselves to be at war with the United States and its allies, albeit with non-violent means. This book provides much needed context and analysis to be able to understand recent Russian interventions in Crimea and eastern Ukraine, how to deter Russia on the eastern borders of NATO, and how the West must also learn to avoid inadvertent escalation.

"This book analyses the categories of thought underpinning Russia's strategic decision-making and military operations, unpacking their nature, development, and interaction. The work argues that mainstream Western analysis of Russian military and strategic behaviour is affected by two limitations: first, by forcing Russian choices into pre-packaged logics of action, it fails to grasp the peculiar assumptions and intellectual nuances underpinning Moscow's strategies; second, an overreliance on buzzwords such as 'hybridity' has mystified understanding of the Russian military modus operandi, its true character and strong consistencies. The book addresses such limitations by stressing the influence of strategic culture on Russia's approach to strategy and war-fighting. After proposing an original model of strategic culture, it employs this conceptual framework to interrogate Russian primary sources and military practices between 2008 and 2018. This allows general hypotheses to be formulated about the ultimate principles underpinning the Russian way of war, which are then tested against three case studies: Russia's interventions in Georgia (2008), Ukraine (2014-15), and Syria (2015-18), respectively. While steering clear of making forecasts, this book provides a solid basis on which to build expectations about and to chart strategies for counter-acting Moscow's actions - including in the context of the current war in Ukraine. Why the Russian Military Failed in Chechnya - In this era of peacekeeping, an equally valid argument, however, can be made for the early and preventative use of force. Applying firm and decisive military force prior to the onset of hostilities can often serve to deter the potential aggressor. Crudely expressed, spilling a little blood today may preclude spilling a lot tomorrow. When dealing with those who don't share the same liberal beliefs towards conflict resolution, exhaustive diplomatic maneuverings, sanctions and warnings are interpreted as weakness and lack the persuasive power of a resolute, though limited, use of force. In the first Russian military involvement in Chechnya (October 1994-September 1996), we saw a sloppy mixture of these two approaches. Russian tanks crossed into Chechnya in December 1994 to "establish constitutional order in Chechnya and to preserve the territorial integrity of Russia." This drastic step was the last in a series of increasingly forceful and largely unsuccessful attempts to remove Chechen President Dzhokar Dudayev from power.

In August 2008, the armed conflict between Russia and Georgia broke out on the territory of Georgia's breakaway regions of South Ossetia and Abkhazia. The Russian-planned military campaign lasted 5 days until the parties reached a preliminary ceasefire agreement on August 12. The European Union (EU), led by the French presidency, mediated the ceasefire. After signing the agreement, Russia pulled most of its troops out of uncontested Georgian territories, but established buffer zones around Abkhazia and South Ossetia. On August 26, 2008, Russia recognized the independence of South Ossetia and Abkhazia, making them a part of what President Dmitry Medvedev called Moscow's "zone of privileged interests," and since then deploying five military bases on occupied Georgian territory. In their monograph, Dr. Ariel Cohen and Colonel Robert Hamilton show how Russia won the war against Georgia by analyzing the goals of war, which include the annexation of Abkhazia, the weakening or toppling the Saakashvili regime, and the prevention of NATO enlargement in the Caucasus. The war demonstrated that Russia's military is in need of significant reforms and it indicated which of those reforms are currently being implemented. Finally, the war highlighted weaknesses of the NATO and EU security system as it pertains to Eastern Europe and specifically to the countries of the former Soviet Union.
